This is a sources sought for market research purposes only. This notice does not constitute a request for proposal, request for quote or invitation for bid. This notice does not constitute a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by responders to this technical description is strictly voluntary. This information will be used to determine the availability of contractors capable of meeting the Government's minimum requirements. Telephone calls will not be accepted. Any questions regarding this notice shall be submitted in writing.

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Jacksonville (FLCJ) is seeking sources to determine if there are potentially any qualified Small Businesses capable of providing the requirements with the attached draft performance work statement (PWS). All Small Businesses are encouraged to respond regardless of socioeconomic status.

The potential North American Industrial Classification System Code (NAICS) Code is 541380 Testing Laboratories and Services.

Submission Requirements: Interested sources are invited to respond to this sources sought announcement by submitting the following:

1) Contractor Information: Provide your company name, address, POC name, phone number, email, CAGE code, and NAICS.

2) Size of Business: Large or small business. If small, please provide the socioeconomic status.

3) A brief description of the capability, resources, technical competencies and organizational experience relative to the description of requirement. Standard brochures and/or paraphrasing of the Draft PWS will not be considered sufficient to demonstrate the capabilities of an interested party. Those firms interested in providing information in response to this sources sought are requested to provide the above information to Jessica Harrison at jessica.l.harrison18.civ@us.navy.mil AND carbon copy (cc) Chelsea McNeely at chelsea.n.mcneely.civ@us.navy.mil. The subject line of the email should read: CO2 Sources Sought. Submissions shall not exceed five (5) pages in length.

Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitations.

Background
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Jacksonville (FLCJ) is conducting market research to identify qualified Small Businesses capable of fulfilling the requirements outlined in the draft performance work statement (PWS). The agency aims to ensure that there are contractors available to meet their needs for hydrostatic testing and recharge of CO2 portable extinguishers, specifically for the USS Ramage (DDG 61). All interested Small Businesses are encouraged to respond, regardless of their socioeconomic status.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to conduct hydrostatic testing and recharge on one hundred ninety (190) CO2 portable extinguishers. This includes:

1. Performing hydrostatic testing and recharge according to applicable maintenance requirement cards.

2. Providing certification paperwork and stamping the hydrostatic test date on the curvature area of each CO2 portable extinguisher.

3. Conducting services in increments not exceeding 48 bottles at a time.

4. Returning any CO2 portable extinguisher that fails testing clearly marked as UNSAT or OOC.

5. Coordinating services with the designated point of contact and providing a 24-hour notice prior to picking up and/or delivering the extinguishers.

Place of Performance
The contract work will be performed at Mayport Naval Station, specifically at BLDG 191 Doorway 10E Supply St, Mayport, FL 32228.
