This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 13 Simplified Acquisition Procedures and 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items.

This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-24-Q-0323 The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued as 100% local small business set aside. NAICS Code 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance is applicable and business size is $12.5M. The solicitation will start on the date this solicitation is posted and will end on 11 September 2024 11:00 AM Pacific Standard Time.

Background
The solicitation N00244-24-Q-0323 is issued by the USS Makin Island (LHD-8) located in San Diego, California. The mission of the agency is to ensure the operational readiness of naval vessels. The contractor is required to perform hydrostatic testing and refill for 966 Portable 15 LB Carbon Dioxide (CO2) extinguishers and 10 5 LB CO2 actuator cylinders. This includes:
1. Conducting hydrostatic tests on all provided extinguishers and actuators.
2. Refilling all bottles that pass the test to ensure they meet the minimum weight standards outlined in Maintenance Requirement Card (MRC) 54 C5CE N.
3. Documenting all tests performed and refills completed.
4. Stamping or tagging each cylinder with the month and year of testing.
5. Returning any failed bottles to LHD-8.
6. The contractor must be within 50 miles of Naval Base San Diego for transportation purposes, as LHD-8 will provide transportation for delivery and pick-up of the bottles.

The period of performance for this contract is from 16 September 2024 to 15 September 2025.
