PRE-SOLICITATION ANNOUNCEMENT Hydrographic Surveying Services for the Bureau of Reclamation's Upper Colorado Regional Boundary ANNOUNCEMENT: This is a pre-solicitation notice for the acquisition of architect-engineer (A-E) services, and is procured in accordance with the Selection of Architects and Engineers statute as implemented in Subpart 36.6 of the Federal Acquisition Regulation. Please note that the Standard Form 330 is not requested at this time. A separate special notice will be posted and will provide submission requirements. The special notice will be posted on or about July 27, 2018. 1. CONTRACT INFORMATION: This procurement is a small business set-aside for Architect-Engineering Services, which will be performed in accordance with FAR Part 36.6 - Architect-Engineer Services. The North American Industrial Classification System code is 541370, which has a size standard of $15,000,000 in average annual receipts. The anticipated contract method is a multiple award Architect-Engineer Indefinite-Delivery, Indefinite-Quantity (IDIQ) task order contract. The anticipated total contract ceiling amount is $40 million over five years (one base year and four option years) including the option to extend services for a 6-month period beyond the end of the performance period. Approximately ninety (90) percent of the work will be performed within the State of New Mexico with most of the hydrographic surveying within the Middle Rio Grande corridor which is centrally located within the State of New Mexico. This solicitation does not guarantee work to selected firms. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). PROJECT INFORMATION: The Bureau of Reclamation has a need for professional hydrographic surveying services within the Upper Colorado Regional boundary. The boundary of the Upper Colorado Region encompasses all or parts of Arizona, Colorado, Idaho, Nevada, New Mexico, Texas, Utah, and Wyoming. Reclamation anticipates most work activities will be performed along the Middle Rio Grande corridor in New Mexico. Professional hydrographic surveying services work tasks include, but are not limited to the following: Cross-section surveys, or topographic surveys, of the river channel and floodplains; collection and laboratory analysis of river bed samples, floodplain soil samples, or suspended sediment samples; discharge measurements, velocity measurements, water surface elevation measurements, and roughness calibrations; scour measurements, and bank erosion measurements; bed form surveys and bed load measurements; collection of water quality samples; collection of groundwater parameters. Other work that may be required under this contract is hydraulic engineering design, general engineering design, and environmental services. Projects will range from a few thousand to several million dollars based on complexity and period of performance. Project schedules have been impacted by weather, migratory birds, endangered or threatened species, and land or infrastructure site restrictions set by the proprietor. 3. EVALUATION PROCESS: The Evaluation process will be a two-step process as follows: Step 1: Evaluation of the Standard Form 330 to establish the four (4) most technically qualified firms. Step 2: The four (4) most highly qualified firms will be interviewed. Interviews will be conducted at the Albuquerque Area Office at 555 Broadway Blvd NE, Suite 100, Albuquerque, NM 87102 4. EVALUATION CRITERIA: Selection Criteria as per FAR Part 36.602-Selection of Firms for Architect-Engineer Contracts. (1) Professional qualifications necessary for satisfactory performance of required services (i) Experience/Technical expertise - general engineering applications. Offeror's ability to provide qualified staff with knowledge and experience in a wide variety of engineering applications, including the following subcategories of design or analysis work: Subcategories: Preparation of Alternative Analysis Reports, preferred alternative recommendations, final construction reports, drawings, and specifications Water conveyance structures Roads, levees, and other geotechnical features Small structures Water wells, piezometers and aquifer testing Mechanical and electrical features Potable Water Systems modeling and design (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (i) Environmental expertise. Offeror's ability to provide qualified staff with knowledge and experience in Middle Rio Grande environmental issues, with emphasis on the following subcategories: Subcategories: Knowledge of environmental regulations associated with water resources and hydraulic engineering projects and activities, which may include but not limited to: The National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and the Clean Water Act (CWA) Performance of aquatic and terrestrial biologic and environmental surveys Preparation of environmental documents, analyses, and assessments for regulatory compliance (3) Capacity to accomplish the work in the required time. (i) Ability of the Offeror to provide sufficient staff resources and good management practices to ensure successful completion of work performed under the contract. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (i) Qualifications of the Offeror based on past performance on Government contracts or private industry contracts. Quality of past performance will be based on reported success in subcategories listed below, with emphasis placed on projects under the management of Key Personnel. Subcategories: General quality of work, accuracy of data collected Professional presentation Professional integrity and diligence evident in quality of work Effective working relationships and maintaining client s interest always in dealings with contract representatives Completion of work on schedule (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (i) Offeror's ability to independently arrange access to work sites and ability to maintain good relationships with landowners including Pueblos, private citizens, and other agencies. Offeror should have experience in arranging access, and demonstrate a knowledge of the cultures and entities local to the Middle Rio Grande. (6) Acceptability under other appropriate evaluation criteria. (i) Knowledge and experience of staff that will be performing work under this contract, including subcontractors. Emphasis will be placed on Key Personnel project experience involving river and water conveyance systems similar in size and nature to the Middle Rio Grande, in the subcategories listed below, in descending order of importance: Subcategories: Collection of hydrographic data including: topography, bathymetry, sediment samples, water and sediment discharge, groundwater elevations, and aquifer parameters. Preparation of geomorphic analyses and assessments. Development of innovative solutions to water resources and hydraulic engineering problems (e.g. river restoration, river rehabilitation, river maintenance, and flood control), and preparation of designs and construction drawings for water resources and hydraulic engineering projects. Place of Performance: Various locations within the Bureau of Reclamation's, Upper Colorado Regional boundary - New Mexico, Colorado, Arizona, Idaho, Nevada, Texas, Utah, and Wyoming.
