Description

Naval Surface Warfare Center Carderock Division (NSWCCD) Department 60 is requesting a one-year contract (base with options) for provision and installation of non-welded steel piping in multiple laboratories to supply hydraulic fluid pressure between existing and planned existing MTS hydraulic power units (HPU) and MTS and NSWCCD-developed hydraulic testing systems located in Buildings 19 and 60 in West Bethesda, MD.

Background
The Naval Surface Warfare Center Carderock Division (NSWCCD) Department 60 is seeking a one-year contract (base with options) for the provision and installation of non-welded steel piping in multiple laboratories. This piping will supply hydraulic fluid pressure between existing and planned MTS hydraulic power units (HPU) and MTS and NSWCCD-developed hydraulic testing systems located in Buildings 19 and 60 in West Bethesda, MD.

The project is funded by PEO SSBN / PMS 397 (COLUMBIA) Engineering Services Tasking, which oversees various material testing and analysis tasks.

Work Details
The contractor shall complete the installation of hydraulic piping in NSWCCD Building 60, Room 172 according to specifications. The work includes:
1. Installation of sufficient piping for individual hydraulic pressure supply, return, and drain lines, sized to support multiple hydraulic material testing systems operating simultaneously at pressures of 3,000 psi with a maximum fluid flow rate of up to 180 gallons per minute.
2. Piping must maintain average fluid velocities below 20 ft/s and a pressure drop of no more than 100 psi from the HPU to test frames.
3. Piping must have a burst rating at least three times the operating pressure; supply lines at 3,000 psi, return lines at 750 psi, and drain lines at 100 psi.
4. Acceptable materials include seamless stainless steel or low-carbon steel piping, with specific sizing requirements for each type of line (NPS 2" SCH80 for supply/return; NPS 1.25" SCH40 for drains).
5. Installation must include necessary fittings such as flanges, elbows, tees, and valves as well as support bracketry anchored into concrete within the laboratory floor trench.
6. Pressure testing and flushing of pipes prior to connection with existing MTS equipment is required to ensure proper installation.

The contract will be performed over a one-year period with options for extension.
