Description

This is a Pre-Solicitation notice for non-commercial products under Simplified Acquisition Procedures prepared in accordance with the format in FAR Subpart 13.105, as supplemented with additional information included in this notice. This announcement does not constitute a solicitation. A written/paper solicitation will be posted on sam.gov. The associated Request for Proposal (RFP) number will be posted when the solicitation is active. The solicitation will document and incorporate provisions and clauses in effect through FAC 2026-01 and DFARS Change 20251110. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The Portsmouth Naval Shipyard will be seeking responses from sources capable of providing the following:

1H 9510 00-504-4189 X2 Manufactured in accordance with Attachment 1.

Background
The Portsmouth Naval Shipyard, part of the U.S. Navy, is seeking responses from sources capable of providing non-commercial products under Simplified Acquisition Procedures. The goal of this contract is to procure specific metal bars that meet military specifications, ensuring quality and compliance with established standards.

Work Details
The contract includes the following items:
- Item 0001: HX; 3.5" BAR METAL, MIL-S-23195, STAINLESS STEEL CMPSN 304 TYPE I, 1H 9510 00-504-4189 X2. This item must be manufactured in accordance with Attachment 1.
- Item 0002: DATA REQUIREMENTS for ITEM 0001 includes:

Bidders are required to provide applicable Non-Destructive Testing procedures and evidence of compliance with Higher-Level Contracting Quality Requirements such as MIL-I-45208 or ISO certifications. Additionally, bidders must submit their lowest pricing terms and past performance information for relevant projects completed within the last five years.

Incumbent Analysis (see Incumbents section for more detail)
The prior award SPMYM325P1147 was awarded to Flawtech America for $24,211 (07/30/25–09/08/25) for UT PIPE SPECIMEN work.
