Description

Please see attached solicitation posted on 08/28/2025. This requirement is sole sourced to IDENTIV. See attached solicitation for completer requirements.

Background
The solicitation is issued by the Navy Region Northwest (NRNW) for a sole source requirement for Hirsh/Identiv software licenses. The goal of the contract is to maintain the existing HVEL alarm system, which has been operational since 2009 and is expected to continue until its life cycle replacement in 2030. The contractor will support the Identiv/HVEL software to ensure compliance with the Department of the Navy's Risk Management Framework (RMF) and FISMA requirements. The contract will be awarded to Identiv, the Original Equipment Manufacturer (OEM), due to the proprietary nature of the software and its customization for NRNW's unique needs.

Work Details
The contractor is required to provide the following services under a firm fixed price contract:
- Support for HVEL alarm software including maintenance of licenses and technical support calls.
- Four quarterly onsite maintenance visits, telephone support during normal business hours, and access to future releases or service packs.
- Updating HVEL/Identiv licenses and writing code for integration with CAD Cobol software.
- Technical support covering project management, testing, operation, and change management related to HVEL/Identiv products.
- Maintenance of server architecture and all aspects of HIRSCH Velocity systems including CAD interface updates.
- Documentation of changes to source code and proposed changes to software licenses or manuals.

Specific deliverables include:
1. Site visit planning and kickoff meetings with CNRNW IT personnel.
2. System reviews including database analysis, performance analysis, and review of CAD/Velocity logs across five bases.
