Description

Contractor shall provide comprehensive Testing, Adjusting and Balancing (TAB) services for heating, ventilating and air conditioning systems across three campuses within the Atlanta VAMC.

Background
The Department of Veterans Affairs, specifically the Veterans Health Administration, is issuing this contract for comprehensive Testing, Adjusting, and Balancing (TAB) services for HVAC systems across three campuses within the Atlanta VA Health Care System.

The goal of this contract is to ensure compliance with VA and Joint Commission standards, maintain proper pressure relationships for infection control, and support optimal environmental conditions for patient care and staff operations. This contract is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and consists of one base year plus four option years.

Work Details
The contractor will provide all labor, materials, tools, equipment, and supervision necessary to perform HVAC testing, adjusting, and balancing (TAB), as well as airflow certification services at three facilities: Joseph Maxwell Cleland VA Medical Center, Fort McPherson VA Clinic, and Trinka Davis Veterans Village.

Key tasks include:
- Conducting semi-annual testing and certification of all designated spaces focusing on critical healthcare environments.
- Providing on-call services to address identified deficiencies.
- Ensuring compliance with relevant VA and Joint Commission HVAC standards.
- Repairing or replacing damaged or missing manual balancing volume dampers.
- Balancing supply and exhaust flows per AABC/NEBB tolerances.
- Documenting deficiencies that cannot be corrected through TAB adjustments.
- Conducting hydronic systems testing and balancing including verifying pump operation and flow rates at terminals.

Period of Performance
The work shall be completed within 365 calendar days from the date of award for the base year, with four additional one-year option periods available.

The services will be performed at the following locations:
1. Joseph Maxwell Cleland VA Medical Center: 1670 Clairmont Rd., Decatur, GA 30033
2. Fort McPherson VA Clinic: 1701 Hardee Avenue, Atlanta, GA 30310
3. Trinka Davis Veterans Village: 180 Martin Drive, Carrollton, GA 30117
