The Federal Aviation Administration (FAA), Terminal Construction Branch (AAQ-550) has a requirement for HVAC Replacement at Norfolk International Airport, Norfolk, VA.

The estimated construction magnitude for these projects is between $1,500,000.00 and $3,500,000.00. See the attached Request for Offers (RFO) package for details.

A one-time site visit is scheduled for Thursday, April 24, 2025 at 10:00 AM Eastern Time. Site Visit attendees will meet with Mr. Joseph Beshay at the Norfolk ATCT, 1245 Miller Store Road, Virginia Beach VA. Please have valid picture identification ready for inspection upon arrival. Attendance at the site visit is highly encouraged; however, site visit attendance is not required to submit a proposal.

Site visit attendees shall pre-announce their intent to inspect the site no later than noon Central time on Tuesday, April 22, 2025. Prospective offerors shall email the names of all site visit attendees to Sam.G.Culberth@faa.gov and Karen.V-CTR.Czerwiec@faa.gov.

Requests for Information (RFIs) arising from the site visit shall be emailed to Karen.V-CTR.Czerwiec@faa.gov and Sam.G.Culberth@faa.gov no later than noon Eastern Time on April 29, 2025. Responses to RFIs will be provided in writing via solicitation amendment only. No RFIs will be answered during the site visit.

Offers are due no later than 4pm Eastern time on Thursday, May 29, 2025. All offers shall be emailed to Karen.V-CTR.Czerwiec@faa.gov and Sam.G.Culberth@faa.gov.

Background
The Federal Aviation Administration (FAA), Terminal Construction Branch (AAQ-550) has a requirement for HVAC Replacement at Norfolk International Airport, Norfolk, VA. The estimated construction magnitude for these projects is between $1,500,000.00 and $3,500,000.00. This project is funded under the Infrastructure Investment and Jobs Act (IIJA).

The FAA's mission is to ensure safe and efficient air travel, and this contract aims to upgrade the HVAC systems critical for maintaining operational integrity at the airport.

Work Details
The work consists of the following tasks:
1. Demolition and removal of existing HVAC condensing units, air handlers, return fans, rooftop units, air terminal units with hot water coils, variable air volume terminal units with electric heating coils, and computer room air conditioning units along with their accompanying condensing units.
2. Removal of associated electrical conductors.
3. Installation of outdoor overhead racks.
4. Conducting an Arc Flash Study as new equipment will be connected to the existing DDC system with new DDC devices added as needed to support new equipment.

Specific installations include:
- New 50-ton condensing unit CU-1 and matching air handling unit AHU-1 for administration areas;
- New rooftop units RTU-2 and RTU-3 for PCS room;
- New rooftop unit RTU-4 for ETG lab;
- New air cooled condensing units ACCU-1 through ACCU-4 for various rooms;
- Installation of fan powered air terminal units with hot water heating coils;
- Integration of all new equipment into existing DDC controls system;
- Commissioning of new equipment;
- Providing testing, adjusting, & balancing services (TAB) for all new HVAC equipment installed.

Period of Performance
The period of performance is 365 calendar days after issuance of the Notice to Proceed (NTP). The FAA intends to issue the NTP 10 days after contract award date upon receiving/validating bonds and insurance.
