Background
The Bureau of Indian Affairs (BIA), Office of Facilities Management and Construction (OFMC), Western Regional Office, is issuing this solicitation for the HVAC Replacement at the Colorado River Detention Facility located in Parker, Arizona. The facility operates continuously under BIA Law Enforcement Services and is subject to strict security and operational protocols.

The existing HVAC systems have failed or are failing, creating a health and safety emergency due to extreme summer temperatures that can exceed 115 degrees Fahrenheit. This project aims to restore full heating and cooling capacity to ensure compliance with federal detention standards and protect the health of detainees and staff.

Work Details
The contractor will be responsible for removing failed or failing HVAC units and installing new commercial-grade replacement units at the Colorado River Detention Facility. The scope includes:
- Providing all necessary personnel, supervision, materials, equipment, services, and facilities for the removal and reinstallation of HVAC systems.
- Ensuring all replacement equipment meets or exceeds applicable federal, state, and tribal standards for detention facility operations.
- Complying with EPA Section 608 refrigerant handling requirements during the removal process.
- Completing all work with minimal disruption to ongoing operations by coordinating shutdowns and access requirements with facility management.
- Delivering complete system commissioning records, manufacturer documentation, operator training, and warranty materials upon project completion.

The contract performance period is from May 15, 2026, to September 29, 2026.

Bidder Requirements
Bidders must be actively registered in the database prior to award. Offers are solicited only from Indian Small Business Economic Enterprises (ISBEEs) that are also small business concerns. Bidders must provide self-certification with their proposal submission. Additionally, contractors must furnish required performance and payment bonds within 10 days after award.
