THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a request for proposal and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The Air Force Reserve will not be responsible for any costs incurred by interested parties in responding to this notice. This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. FAR Part 10 requires that market research be conducted on requirements at least every 18 months to see if the market has changed for a particular acquisition. This effort is to seek sources capable of providing HVAC Design/Build Building 395 at March Air Reserve Base, CA. Interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package.

The 452nd Operational Contracting Office, March ARB, CA seeks to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein. The following North American Industry Classification System (NAICS) code applies to this request for information: 238220 Plumbing, Heating, and Air-Conditioning Contractors.

The winner of an eventual contract shall furnish all personnel, services, equipment, materials, supervision, transportation and all else required for a design/build upgrade to HVAC systems at building 395 at March ARB CA. Contractor shall be responsible for the preparation of complete design documents (design analysis, Specifications, CADD drawings, Material Submittal Register, Construction Data Sheet, etc.) for multiple design phases (35% Initial Design, 65% Preliminary Design, 95% Pre-Final Design and the Final 100% Design) and for the performance of on-site construction activities. Work will include services developed under the direction of a registered architect or a professional engineer currently licensed in the State of California, or Architect that is NCARB (National Council of Architectural Registration Boards) Certified, or a professional engineer currently licensed. The Contractor shall be capable of addressing and interpreting all aspects of facility design, environmental laws and regulations, including the preparation and presentation of expert testimony; if required, and facility construction. The project requires at a minimum, field investigations, recommendations, solutions, cost estimates, calculations, measurements, preparation and review of design plans and specifications and specific construction services. Some tasks may require access to, or the review of sensitive material as identified in this task order. Some tasks may require planning and logistical support, to include on-site translation and/or interpretation, at various meetings and conferences. The work is required in support of the 452nd Civil Engineering Office. Performance and payment bonds will be required. It is anticipated that the performance period will be for 78 calendar days. The magnitude of construction more than 10,000,000.00

452 Operational Contracting requests interested firms (regardless of size) prepare and submit a Capability Statement which shall be limited to three (3) pages. For the purpose of determining your business size, the NAICS code of 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19M average annual receipts over the past 3 years, will be utilized for this acquisition. If you are interested in competing for this requirement, please indicate your interest by sending an e-mail (only) no later than 2 May 2025 to BOTH marissa.lopez.5@us.af.mil and elidec.frias.1@us.af.mil. All valid internet responses from prospective vendors must provide the attached and completed Capability Statement Survey concerning the aforementioned services, a return e-mail address, company name, mailing address, telephone number, point of contact, CAGE and DUNS, and the vendor's SBA socio-economic designation/status/business size with regard to NAICS 238220 within the body of the vendor's survey response. A list of recent (within the last three years), relevant projects. Include a short summary of the projects, to include the scope of work performed by the firm, the dollar magnitude of the work performed by the firm, and whether the firm performed the work as the prime contractor or as a subcontractor. Identify the name of the project(s) owner and points of contact. The firm's bonding capacity, for a single contract and aggregate bonding capacity. (6) The firm's current contractor licenses. This information is requested to assist the Government in the planning of the installation's acquisition strategy. A draft PWS is attached for reference and understanding purposes only. Responses without the aforementioned information will not be recognized as valid. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA INTERNET E-MAIL. TELEPHONE REQUESTS FOR SOLICITATIONS WILL NOT BE ACCEPTED. The solicitation, when issued, will be available on the internet through SAM.gov. NO SOLICITATION EXISTS AT THIS TIME.

Background
The Air Force Reserve, specifically the 452nd Operational Contracting Office at March Air Reserve Base, CA, is seeking to identify qualified businesses capable of performing HVAC design/build upgrades for Building 395.

This effort is part of a market research initiative to assess the availability of contractors who can fulfill these requirements. The contract aims to enhance the HVAC systems in alignment with the agency's mission and operational needs.

Work Details
The contractor will be responsible for the complete design and construction of an upgraded HVAC system, including:
1. Demolition of the existing variable refrigerant flow (VRF) system and disposal of all associated materials in compliance with regulations.
2. Installation of a new chilled water system with 4-pipe fan coils and an electric hot water heating system.
3. Modifications to existing electrical and control systems as necessary.
4. Installation of two air-cooled water chillers, each providing 60% of the total load, operating in a lead/lag configuration.
5. Installation of variable volume chilled water pumps for efficient circulation.
6. Provision and installation of new fan coil units that match existing capacities and configurations while utilizing current ductwork.
7. Construction of a new chilled water piping system with insulation and vapor barriers, including necessary fittings and expansion tanks.
8. Implementation of a new Direct Digital Controls (DDC) HVAC control system compatible with ASHRAE BACnet requirements.
9. Commissioning and testing of all new installations to ensure operational readiness, along with training for personnel on maintenance and operation.

Period of Performance
The anticipated period of performance for this contract is approximately 78 calendar days from the issuance of the Notice to Proceed.

Place of Performance
All work will be performed at March Air Reserve Base (MARB), California.
