HVAC Replacement Bldg. 118 for Colville Agency

Background
The Bureau of Indian Affairs, Colville Agency is seeking to replace the HVAC system servicing Structure 118, a 4,000 square-foot single-story office building located on the BIA-Colville Agency campus in Nespelem, Washington. The current HVAC systems have exceeded their useful life and require replacement to ensure energy efficiency and compliance with industry standards.

Work Details
The Contractor shall provide all professional design services, engineering, permitting, equipment selection, construction labor, materials, tools, and testing required for the HVAC replacement. Key tasks include:

- Conducting a site visit and building assessment;
- Performing heating/cooling load calculations and airflow analysis;
- Evaluating existing ductwork;
- Preparing a complete design package including sealed mechanical and electrical drawings;
- Removing existing HVAC components in compliance with environmental regulations;
- Installing new energy-efficient heat pumps and air handlers;
- Ensuring proper electrical connections per specifications;
- Conducting performance tests and system optimization;
- Providing training for facility personnel; and
- Delivering O&M manuals and warranty documentation.

Period of Performance
60 calendar days from issuance of the Notice to Proceed (NTP).

Place of Performance
Structure 118, 24 San Poil St, Nespelem, WA 99155.

Bidder Requirements
Bidders must comply with Indian Small Business Economic Enterprise (ISBEE) set-aside status. Required qualifications include bonding, contractor licensing, evidence of insurance and worker’s compensation, adherence to TERO ordinances giving preference to qualified Native Americans for employment and subcontracting opportunities. Safety requirements include compliance with OSHA standards.
