Description

DESCRIPTION OF REQUIREMENT:

The Contractor shall provide all personnel, management, supervision, materials, tools, supplies, equipment, transportation, labor, and other items and services necessary to replace the natural gas furnace at Alki Quarters A. The contractor must perform to the standards in this contract. All work shall comply with all applicable codes, along with Federal, State, and local regulations. Further details of this project are described in the statement of work provided in the document section of this solicitation.

Special qualifications:

Contractor shall have a minimum of 5 years' experience in installation, repair, and testing of natural gas Heating, Venting, Air Conditioning (HVAC) units. All contractor and contractor employee certifications shall be submitted to KO.

This acquisition is set aside small business. The NAICS code is 238220

Classified as Plumbing, Heating, and Air-Conditioning Contractors. The contract type will be firm fixed price purchase order.

Site Visit:

A site visit will be arranged for interested offerors. All interested offerors must arrive no later than five minutes prior to the start time indicated. Each offeror is highly encouraged to visit the site to provide the government with an accurate and competitive offer but is not required to submit a quote.

Questions regarding the statement of work (SOW) will be forwarded to the unit for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors. No more questions will be answered after 05/02/25.

Quote submission:

All quotes shall be required to be on SF 1449 with a breakdown of all costs along with proper certifications that have been requested. Submit quotes to the following E-mail Address Michelle.M.Myhra2@uscg.mil with solicitation RFQ number 70Z03325QSEAT01574 in the subject line. Date of offers due on 05/07/25 at 3pm (PST). All offers that are submitted late (by day and time zone) and quotes that do not include a breakdown of cost will not be considered in award determination.

Award:

It is the government's intent to select for award to the one responsible quote which proposes a price that is fair and reasonable and provides the lowest priced, technically acceptable (LPTA) quote meeting the specifications of the requirement. If the lowest priced quote is not found to be technically acceptable, the contracting officer will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer to proceed with next successful registered offeror. Website: www.sam.gov

Background
The U.S. Coast Guard is seeking a contractor to provide all necessary services and materials for the replacement of a natural gas furnace at Alki Quarters A. The goal of this contract is to ensure compliance with applicable codes and regulations while delivering a high-quality HVAC system that meets the operational needs of the facility.

Work Details
The contractor shall perform the following tasks:
1. Remove and dispose of existing natural gas furnace.
2. Furnish and install a new two-stage ECM (electronically commutated motor) variable speed condensing natural gas furnace, 80,000 BTU with 96% Annual Fuel Utilization Efficiency (AFUE). The new furnace must fit within dimensions of existing space (approximately 34 inches tall x 29 inches depth). Contractor to measure space prior to purchasing furnace. KO to approve furnace model prior to installation. Suggested Manufacturer models include: Daikin DM96VC series, Trane S9V2 series, Goodman CGVC96 series.
3. Furnish and install new furnace filter.
4. Furnish and install custom sheet metal transitions at the furnace.
5. Furnish and install new thermostat that is compatible with the new gas furnace, which shall be programmable and simple to use with an easy-to-read large visual backlit display.
6. Inspect gas line, ductwork, vents, and electrical connections for proper operation and code compliance; notify KO immediately if any items fail testing standards.
7. Test and adjust the HVAC system after replacement to verify proper operation in accordance with manufacturer’s specifications and all Federal, State, and local codes.
