Description

The Naval Research Laboratory (NRL) is seeking information from potential, responsible sources that have the interest and capability to build and provide HVAC Maintenance Services for twelve (12) months in accordance with the attached Draft Statement of Work (SOW). It is requested that all interested parties who can provide the required items to respond with a Capability Statement. The Capability Statement shall also include the following information:

(1) Company name, address, point of contact, CAGE code and DUNS number.

(2) Business size for NAICS Code 238220.

(3) Estimated price for market research purposes.

(4) Industry commentary on the current version of the SOW.

The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business, socio-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. All organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Background
The Naval Research Laboratory (NRL) Code 5540 requires an annual HVAC and mission-critical data center maintenance agreement to keep its cooling and power equipment online and connected 24/7. The goal of the contract is to provide comprehensive preventive, corrective, and emergency maintenance services for specified chillers, CRAC units, APC InRow units, PDUs, UPSs, batteries and associated components in the NRL Code 5540 facility.

Work Details
This maintenance agreement covers the annual maintenance of the following equipment: Carrier Chiller 30RAP0306DAD8F00 (Chiller 1 & 2), Liebert Challenger CRAC Units 1 & 2, APC InRow ACRC501 Units 1–5, APC PDU PDPM144F Units 1 & 2, APC Battery Frames SYBFXR8 Units 1 & 2, APC Maintenance Bypass SYIOF500KMBL, APC UPS SYPF250KD Units 1 & 2, and APC UPS Accessory SYSW500KD. The Service Provider shall initiate, schedule, administer, monitor and update maintenance via a comprehensive scheduling system based on manufacturer recommendations, equipment run time and site requirements. A detailed Service Report shall be delivered after each call.

The maintenance plan includes:
Operational Testing and Inspection Service: professional operational inspection and testing of all listed equipment to ensure proper sequencing, operation and adherence to manufacturer recommendations. It includes recommendations for additional maintenance and identification of worn or broken parts.

Planned Maintenance: preventive maintenance based on business objectives, risk tolerance, manufacturer recommendations and industry experience.

Emergency Service Labor: 24/7/365 emergency response with a 4-hour response time. Includes labor, travel and living expenses, and prioritized customer response.

Repair and Replacement Labor: labor to repair or replace worn, failed or doubtful components. Includes supervisory personnel and helpers.

Maintainable Components and Parts Replacement: replacement of worn or doubtful components and parts. Includes cost of compressors, motors, contactors, actuators, sensors, and other components.

Professional Maintenance Program: labor, materials and test equipment for inspection, adjustment, calibration and testing of system operation.

Service Program:
Carrier Chillers: proof of Carrier Factory-Certified training required. Monthly visits include cleaning condenser coils and checking refrigerant joints, valves and moisture sight glass. Quarterly visits include cleaning coils. Annual visit includes inspecting and tightening electrical connections; checking transducers, thermistors, oil samples, cooler tubes, antifreeze/inhibitor concentrations, filter driers, chilled water strainers, heater operation, fan blades and water regulating valves.

CRAC Units: proof of Certified Vertiv Network USA Contractor status required. Quarterly visits include inspecting operation, interlocks, noise, vibration, piping, coils, motors, fans, belts, controls and wiring. Technicians will clean drain pans and condensate piping, replace filters, and check the refrigerant cycle, compressor, controls, reheat, humidifier, condenser fan section, water/glycol flow, piping and strainers.

APC InRow Units: proof of APC/Schneider Electric Elite Data Center Partner certification required. Quarterly visits include measuring room temperature and humidity, checking cooling capacity and clearances, documenting noncompliance, and inspecting hardware, debris, electrical connections, belts, bearings, filters, heat exchangers, leaks, condensate pans, humidifiers and piping. Advantage Ultra Service provides a four-hour response including labor, travel and parts for diagnostics, repair and testing.

APC UPS/PDU/Batteries: proof of APC/Schneider Electric Elite Data Center Partner certification required. Semi-annual visits include inspecting system cleanliness, environment, wiring terminations, event and alarm logs, transfers and parallel operation. Field advisories will be implemented, and battery racks will be inspected for corrosion and ventilation. Ambient and battery voltages will be measured, batteries cleaned, torque and temperature checks performed, charger functions verified, and cell and inter-cell resistance measured. A four-hour response with labor, travel and parts is included. Annual visits include conducting load tests per manufacturer data, measuring monoblock and cell voltages, and inspecting, testing and re-torquing cable connections. Exclusions include UPS battery replacement, A.C. and D.C. capacitors, and motor generator bearings.

Period of Performance
Twelve (12) months from the effective date of award.

Naval Research Laboratory (NRL) Code 5540 facility.

Bidder Requirements
All technicians, supervisory personnel and helpers must be U.S. citizens capable of passing an NRL site security background check. Proof of Carrier Factory-Certified, hands-on training for Carrier chillers; proof of Certified Vertiv Network USA Contractor status for Liebert CRAC units; and proof of APC/Schneider Electric Elite Data Center Partner certification for APC InRow units and UPS/PDU/Batteries are required.
