NOTE: The Government is changing the answer to Question 7 in Amendment 0001. An existing CBA between the current contractor and one of their subcontractors will be incorporated into this solicitation and the resulting contract. The rates for labor categories contained in that CBA shall be used in place of the rates for those same labor categories found in the attached Wage Determination.

Amendment 0001 - Posted 10/24/2024 - Solicitation amended to: extend solicitation closing date and time, add the HVAC Inventory list as an attachment in Section J, make clarifying edits to Section L, and answer questions from industry. Please note: The Government will not be extending the solicitation closing date further. Solicitation modification N6660425R0046U0001 has been added as an attachment to this posting.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Incorporated provisions and clauses are those in effect though the most current Federal Acquisition Circular (FAC), 2024-07, effective September 30, 2024.

Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is responsible for providing research, development, test and evaluations, engineering and fleet support for submarines and other undersea systems.

This contract aims to provide HVAC maintenance and repair services for the facilities located at Naval Station Newport, RI. The Corporate Operations Department supports Division Newport Leadership and is responsible for contractor oversight related to HVAC equipment maintenance.

Work Details
The contractor shall provide all labor, management, supervision, tools, materials, equipment, and supplies required to perform Preventive Maintenance (PM) and Repair Services for all HVAC and lab cooling equipment at NUWCDIVNPT facilities. Specific tasks include:
1. Maintenance of Water Cooled Chillers
2. Maintenance of Air Cooled Chillers
3. Maintenance of Cooling Towers
4. Maintenance of Air Handling Systems
5. Maintenance of Pumps
6. Maintenance of Electric Motors and Controllers
7. Maintenance of Chilled Water Piping Systems
8. Chemical Treatment for Water Systems
9. Maintenance of Adjustable Frequency Drives
10. Operation of Computer Room Air Conditioning Units (CRAC)
11. Maintenance of Split AC Systems
12. Maintenance of Window AC Units
13. Maintenance of Water Source Heat Pumps
14. Maintenance of Rooftop Air Handling Units
15. Maintenance of Fan Coil Units
16. Maintenance of Cabinet Unit Heaters
17. Maintenance of Unit Heaters
18. Maintenance of Electric Unit Heaters
19. Mechanical Thermal Insulation Services
20. Operation and maintenance of Air Compressors
21. HVAC Control Systems maintenance
