HVAC Direct Digital Controls (DDC) Maintenance Services at AAFB, Guam

This is a combined synopsis/solicitation for the 36 CES HVAC Direct Digital Controls (DDC) Maintenance Services at Andersen AFB, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Background
This is a combined synopsis/solicitation for the 36 CES HVAC Direct Digital Controls (DDC) Maintenance Services at Andersen AFB. The announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The purpose of this notice is to establish a firm-fixed-price contract for the purchase and delivery of HVAC Direct Digital Controls (DDC) System Maintenance Services IAW the Performance Work Statement (PWS) Attachment 1, dated October 2023. The requirement is a 100% Small Business set-aside under NAICS 238220 – Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $19M.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform preventative maintenance visits, automation network review/testing, system security evaluations, and system security support required as defined in the Performance Work Statement. This signifies a full-service maintenance contract where the contractor takes total service responsibility for all equipment and services identified. The fixed price includes all inspections, maintenance, repairs, and certifications. The contractor assumes all responsibility for preventative maintenance operations to ensure the DDC properly and safely operates within the performance objectives in the Performance Requirements Summary.

Period of Performance
The Period of Performance shall be one (1) Base Year of twelve (12) months and four (4) option years of twelve (12) months.
Base Year: 30 November 2024 – 31 October 2025;
Option Year 1: 30 November 2025 – 31 October 2026;
Option Year 2: 30 November 2026 – 31 October 2027;
Option Year 3: 30 November 2027 – 31 October 2028;
Option Year 4: 30 November 2028 – 31 October 2029.

Place of Performance
All Andersen Air Force Base (AAFB), Guam properties.
