THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FBO). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The US Army Contracting Command-Aberdeen Proving Ground-Research Triangle Park Division (ACC-APG-RTP) 4300 S. Miami Blvd. Durham, NC 27703 is exploring options for a Small Business contractor support to the DoD Humanitarian Demining Training Center (HDTC). HDTC is the HDM division lead for Humanitarian Mine Action (HMA). The center's core tasks include: providing HMA training and education services for DoD and partner nations in explosives remnants of war (ERW) disposal and physical security and stockpile management of conventional munitions; validating combatant command (CCMD) HMA planning, budgeting, and execution of the DoD HMA program for DSCA/BPC/HDM; and monitoring and evaluating global 10 USC 407 funded activities.

Specifically, HDTC requires subject matter experts, technical assistance, engineering support, logistical support, training support and web based technology and curriculum to efficiently and effectively manage the DoD HMA program.

Tasks include:

(A) Provide the DoD HMA program with sustainable CONUS and partner nation in-country subject matter experts (SME) services. Areas of support include underwater technical and engineering support, equipment procurement support, logistical support, curriculum development and training services for the following areas:

1) Physical Security and Stockpile Management (PSSM)
2) Land based and Underwater ERW Non-Technical Survey, Technical Survey, Clearance, and Disposal
3) HMA Casualty Care (HMACC)
4) HMA Policy, New Equipment, and HMA Tactics, Techniques, and Procedures
5) Information Management System development and database maintenance for land-based and underwater ERW technical survey, clearance, and disposal activities

(B) Conduct technical assessments of stockpiled conventional munitions storage practices of partner nations.

(C) Develop and maintain an HDTC online portal to share technical information, training curriculums and collaboration tools for the DoD HMA Program.

ACC-APG-RTP is seeking the following information:

1. Capabilities to successfully perform each of the tasks in support of the HMA program, assuming that all services provided by respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures.

2. Capabilities to support underwater ERW technical surveys and clearance and provide subject matter expertise in support of operating and training specialized underwater search and location equipment such as side scan sonar and magnetometers.

3. Capabilities to support land-based ERW technical surveys and providing subject matter expertise in support of training landmine and ERW clearance techniques.

4. Capabilities to provide training and logistics support overseas in potentially austere locations.

5. Information that addresses any industry preference as to preferred contract type that would best fit this requirement and reasoning behind suggested type.

Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only.

The response date for this market research is no later than 4 pm, EST 18 February 2016. All responses to this RFI must be submitted via e-mail to Tristan Harley, Contracting Officer, at tristan.d.harley.civ@mail.mil, and Joel Koppinger, Contract Specialist at joel.m.koppiner.civ@mail.mil.

All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
