Human Subjects Protection (HSP) Personnel Management and Support Services for USAMRDC ORP Program Office

The purpose of this amendment (amendment 1) is to provide the Government's response to vendor questions as well as a revised RFP and atch's. In addition, the Government is extending the proposal submisison date to 24 Sep 19 at 12PM ET.
This is a combined synopsis/solicitation for Human Subjects Protection (HSP) Personnel Management and Support Services for U.S. Army Medical Research and Development Command (HQ USAMRDC), Office of Research Protections (ORP), Fort Detrick Maryland

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This is a Request for Quotation (RFQ). This action is unrestricted and will not be set-aside.

Proposals are being solicited in response to the requirements of the USAMRDC ORP Program Office as stated in the attached RFP.

Description of Requirements:

See Solicitation Pages 43-118 for planned CLIN structure.

Solicitation package consists of (1) Solicitation W81XWH19R0094, with two separate attachments.

The Government intends to evaluate proposals without discussions.

In accordance with the RFP, proposals are due not later than 12PM Eastern Time on 24 September 2019. Proposals shall be e-mailed to the Government POC, Ms. Alana Sowers at alana.m.sowers.civ@mail.mil

Proposals shall be electronically submitted (via e-mail only) to the Government Point of Contact above (Ms. Sowers at e-mail: alana.m.sowers.civ@mail.mil).

In accordance with RFP Section L, your submission should include two separate parts: a Cost/Price proposal and a Non-Cost/Price proposal. The Non-Cost/Price proposal shall be submitted in MS Word or searchable PDF format. The Cost/Price proposal shall be submitted in MS Word or MS Excel 2000 or higher, but not greater than MS Word or MS Excel 2013 format. The firewall utilized by the Government contracting office does not authorize or accept zip files.

In accordance with the RFP, all questions shall be addressed via e-mail to the aforementioned Government POC (Ms. Sowers) at e-mail: alana.m.sowers.civ@mail.mil at not later than 3 September 2019 at 12PM Eastern Time. It is requested that only one set of questions be submitted by each offeror, as numerous sets of questions from an offeror will not be accepted.
