Description

Today's decentralized Federal Human Resources Information Technology (HRIT) landscape is costly and ineffective, leading to numerous challenges, including fragmented data and interoperability issues. We are interested in learning about various unified HRIT system solutions that will ensure data accuracy, improve reporting, and enhance interoperability, enabling the Federal Government to manage its workforce as a cohesive entity. The solutions sought include position management, personnel action and records processing, workforce analytics, and employee and manager self-service capabilities. We seek possible solutions that will integrate with Federal payroll providers and other human capital functions, ultimately improving service to employees and managers and increasing accountability to the American taxpayer.

Background
The U.S. Office of Personnel Management (OPM), in collaboration with the Office of Management and Budget (OMB) and the General Services Administration (GSA), is seeking industry collaboration to evaluate options for consolidating into a centrally managed government-wide Human Resources Information Technology (HRIT) suite.

The current decentralized HRIT landscape is costly and ineffective, leading to fragmented data and interoperability issues. The goal is to improve data accuracy, enhance reporting, and facilitate better management of the Federal workforce as a cohesive entity.

Work Details
The contract involves evaluating potential options and benefits of consolidating HRIT capabilities, focusing on several strategic objectives:

1) Policy Alignment: Drive government-wide policy alignment and accountability;
2) Cost Savings: Reduce duplicative HR technologies across the government;
3) Efficiency: Streamline HR processes and eliminate overlapping systems;
4) Modernization: Enhance experiences for managers, employees, and HR professionals;
5) Interoperability: Share data and integrate with payment and government systems.

Solutions sought include position management, personnel action and records processing, workforce analytics, and employee/manager self-service capabilities. Industry providers are invited to discuss strategies for maximizing value while controlling costs, system migration processes from legacy systems, implementation timeframes across various agency sizes, and the integration of payroll within the new HRIT system.

Period of Performance
The objective is to scale a new Human Resources Management system across the Federal Government by the end of 2028.

Place of Performance
The event will be held in-person at the Theodore Roosevelt Federal Building in Washington, DC, with options for virtual or hybrid participation.
