Human Landing System Human-Class Delivery Lander Cargo Demonstration

Description

SpaceX and Blue Origin, NASA's human landing system (HLS) providers, are developing lunar landers for both human missions and large cargo deliveries for Artemis. As the crew landers mature, NASA intends to award each of the current providers a sole source action to conduct a human-class delivery lander (HDL), or a large cargo delivery, demonstration mission, following a successful design certification review. The HDL Justification for Other than Full and Open Competition (JOFOC) identifies current HLS providers SpaceX and Blue Origin as the companies most capable of providing large cargo lander services based on existing schedules, the agency's mission requirements, current crewed lander capability and development, and the similarity between the crew and cargo lander designs.

Background
NASA is working with SpaceX and Blue Origin, the current providers of the Human Landing System (HLS), to develop lunar landers for both human missions and large cargo deliveries as part of the Artemis program. The goal is to conduct demonstration missions for human-class delivery landers (HDL) and large cargo deliveries following successful design certification reviews. The Justification for Other than Full and Open Competition (JOFOC) identifies these two companies as the most capable based on their existing schedules, mission requirements, and current capabilities.

Work Details
The tasks under this contract include:

1. Providing requisite inputs with sufficient design maturity to the PR (Payload Resupply) and lunar surface habitat providers as required by their respective development schedules.

2. Leveraging existing HLS contracts to avoid duplication of costs associated with developing new cargo landers.

3. Achieving programmatic requirements through substantial progress in Design Development, Test, and Evaluation (DDT&E) of their respective architectures.

4. Delivering a cargo element to the lunar surface as part of a demonstration mission for each contractor.

5. Engaging with international partners, such as Japan, for the development of lunar surface systems that require input from lander providers.

Place of Performance
The work will be performed primarily at the contractors' facilities in the United States, with specific activities related to lunar surface operations.
