NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the Human Health and Performance Contract 2 (HHPC2), 80JSC025R7001. You are notified of the following:
- The entire proposal is due by January 30, 2025 at 1:30 p.m. Central Time. Proposal Volume II, Past Performance is requested early, but not officially due until the proposal submittal date.
- All questions regarding this RFP should be submitted in writing, electronically to Yaranet Marquez, Contracting Officer, at yaranet.marquez-1@nasa.gov and Joseph Ocampo at joseph.t.ocampo@nasa.gov on or before 1:30 p.m. Central Time on December 16, 2024. Background
NASA's Johnson Space Center is issuing a Final Request for Proposal (RFP) for the Human Health and Performance Contract 2 (HHPC2), identified as 80JSC025R7001. The goal of this contract is to provide comprehensive support for human health and performance initiatives related to space exploration, ensuring the well-being of astronauts during missions.
The agency aims to integrate various management systems and collaborate with significant vendors, subcontractors, and small businesses to achieve its objectives.
Work Details
The contractor will be responsible for providing a comprehensive plan to integrate, manage, and track all aspects of the contract statement of work (SOW). Key tasks include:
1. Developing a Contract Management Plan that describes management approaches, organization, and systems for accomplishing services outlined in the SOW.
2. Creating a Work Breakdown Structure (WBS) that organizes tasks in a service-oriented manner reflecting the SOW.
3. Preparing a Staffing and Critical Skills Plan detailing staffing requirements and strategies for attracting qualified personnel.
4. Implementing a Phase-In Plan to ensure smooth transition from the incumbent contractor while maintaining continuity of operations.
5. Developing a Partnerships and Technology Incubation Plan to facilitate collaborations with various entities and incubate new technologies addressing human system risks in space exploration.

The primary place of performance will be at NASA's Johnson Space Center in Houston, Texas.
