The National Institute on Drug Abuse (NIDA) on behalf of the National Center for
Advancing Translational Sciences (NCATS) is seeking Capability Statements from
Business organizations under the North American Industry Classification System
(NAICS) code 541380, Testing Laboratories and Services.

This is a Small Business Sources Sought notice. This is NOT a solicitation for
proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain
information regarding: (1) the availability and capability of qualified small business
sources; (2) whether they are small businesses; HUBZone small businesses; servicedisabled,
veteran-owned small businesses; 8(a) small businesses; veteran-owned small
businesses; woman-owned small businesses; or small disadvantaged businesses; (3)
their size classification relative to the North American Industry Classification System
(NAICS) code for the proposed acquisition; Your responses to the information requested
will assist the Government in determining the appropriate acquisition method, including
whether a set-aside is possible. The established NAICS code is 541380 - Testing
Laboratories and Services.

Background
The National Institute on Drug Abuse (NIDA), on behalf of the National Center for Advancing Translational Sciences (NCATS), is seeking Capability Statements from business organizations. This notice serves as a Small Business Sources Sought notice aimed at gathering information regarding the availability and capability of qualified small business sources. The goal is to assess whether these businesses meet the criteria for small business classifications, including HUBZone, service-disabled veteran-owned, 8(a), veteran-owned, woman-owned, and small disadvantaged businesses. The information collected will assist the Government in determining the appropriate acquisition method for the proposed acquisition.

Work Details
NCATS requires a contract research organization (CRO) to perform Human Discovery Panel (HDP) analysis to obtain single-cell multiomic data. This data will inform NCATS about transcriptomic and proteomic alterations during inflammatory sensitization in human pluripotent stem cell-derived sensory neurons (hPSC-SNs). Vendors must prepare and sequence a total of 33 samples provided by NCATS and deliver the data upon completion. Interested vendors must demonstrate their capability to provide a single-cell multi-nomics platform that allows combined single-cell RNA sequencing with DNA barcoded antibodies targeting up to 325 distinct proteins for 33 sample hPSC-SNs under different inflammatory conditions. Specific requirements include:
- MultiPro Human Discovery Panel (Quantity 2)
- MultiPro Human Enhanced Blocking Reagent (Quantity 8)
- Genomics Analysis Service (Quantity 1)
