Background
The United States Department of Agriculture (USDA), through the National Centers for Animal Health (NCAH), is seeking to procure human diagnostic and laboratory testing services to support worker health and safety. This initiative is part of the Occupational Medical Monitoring Program aimed at ensuring a safe workplace for approximately 600 workers at the NCAH in Ames, Iowa. The program is designed to comply with OSHA regulations and provide necessary health assessments for employees exposed to occupational hazards.

Work Details
The contractor will provide comprehensive human diagnostic and laboratory services, including but not limited to:
- Specimen Collection, Transport, Testing, Analysis, and Reporting: The contractor must coordinate specimen collection dates with the USDA COR and ensure timely delivery of test results within 14 days.
- Rabies Rapid Fluorescent Focus Inhibition Testing (RFFIT): Conduct tests on specimens from USDA personnel to measure anti-rabies virus antibody levels.
- Investigational New Drug (IND) Program: Obtain and test samples from personnel administered INDs for biological indicators.
- Serum Bank Program: Collect blood samples from USDA personnel for serum banking purposes, ensuring proper handling and storage of specimens.
- The contractor must maintain a CLIA-certified laboratory capable of operating 24/7 and ensure compliance with HIPAA and other relevant regulations. Additionally, the contractor is responsible for providing qualified personnel for specimen collection and testing.
