Human Capital and Resource Management Program Support   2

Background
The Government is seeking to acquire support for the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)) Human Capital and Resource Management Program Support (HCRM) requirement. The OUSD(C)/CFO focuses on budgetary formulation and execution; financial management (FM) and oversight; improvement of the DoD financial management workforce; improvement and integration of performance and financial information and achievement of audit readiness; financial systems; accounting policy; contract audit administration; and financial management improvement programs.

Work Details
The scope of this requirement includes all the services and supplies required by the HCRM Director to carry out assigned responsibilities. The contractor shall provide Human Capital and Resource Management Program Support as detailed in the attached Performance Work Statement (PWS), other attached documents, and all other requirements listed in this solicitation. The tasks include program integration, communications, workforce strategic management, and Defense Financial Management Certification Program (DFMCP) Operations.

Period of Performance
The contract includes various tasks with different periods of performance, such as 10 months for HCRM Program Support, 30 days for Transition In HCRM Program Support, 12 months for HCRM Program Support option, and 12 months for each additional option. The contract also includes travel and other direct cost (ODC) services with not-to-exceed CLINs.

Place of Performance
The work associated with this contract may be performed Off-Site at contractor facilities or On-Site at OUSD(C) facilities in the Pentagon and Mark Center. The majority of the work related to this contract will be performed Off-Site, with On-site presence required for occasional in-person meetings/briefs, special events, and projects that cannot otherwise be accomplished Off-site.
