Hull, Mechanical and Electrical (HM&E) Machinery and Systems Services   4

Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD), a Department of Defense research, development, test and evaluation organization providing engineering and fleet support for Navy ships, submarines, military watercraft and unmanned vehicles, seeks to establish an Indefinite Delivery, Indefinite Quantity Multiple Award Contract to provide non-commercial engineering and technical services in support of Hull, Mechanical and Electrical (HM&E) machinery and systems for surface fleet, submarines, other Federal Agency vessels, federally contracted platforms, selected maritime agency vessels and designated land-based sites.
This is a follow-on competition to the current 41/43 Multiple Award Contract Vehicle with task order set-asides to be determined at the order level.

Work Details
The Statement of Work requires non-commercial engineering and technical services including: design, development, build and testing support; prototype engineering and technology insertion; development and revision of test specifications, procedures and technical documentation; performance and data analysis; system safety and fault analysis; systems engineering and integration; installation support, alterations and ship change documentation; computer programming, software engineering, software verification and validation; development of Integrated Logistics Support (ILS) documentation and training materials; program management and cost, schedule and performance review support; graphics support; on-site technical support, integrated logistics and staging; system certification support.
Specific tasks include conducting engineering analyses to evaluate safety, reliability, maintainability and performance; developing test specifications and monitoring test activities; preparing drawings, field sketches, installation and maintenance procedures; performing prototype design, fabrication, installation and evaluation; providing simulation and automation support; developing graphical user interfaces, real-time architectures and communications software; preparing and delivering presentations, briefings and technical reports; and providing industrial and on-site support at Government and contractor facilities.

Period of Performance
From date of contract award through sixty months thereafter.

Place of Performance
Aboard Navy and other Federal Agency vessels at various locations including private shipyards, Naval shipyards and military establishments in the continental United States and overseas, as well as at contractor facilities as specified in individual task orders.

Bidder Requirements
All personnel proposed in key and non-key labor categories must be U.S. citizens. Contractor personnel accessing classified information or providing support within Nuclear Propulsion Program facilities must hold and maintain at least a SECRET security clearance.
Key personnel and labor categories require specified education and professional experience (e.g., Program/Project Manager: bachelor’s degree in a technical or managerial discipline and ten years’ experience; Mechanical Engineer III: bachelor’s in mechanical engineering and seven years’ experience; Electrical Engineer III: bachelor’s in electrical engineering and seven years’ experience; General Engineer Level I: bachelor’s degree in engineering; Drafter IV: high school diploma and fifteen years’ drafting experience; and others as listed in Section 12.3).
Four Program/Project Manager and four Computer Engineer III resumes are required.
The contractor must maintain a quality management system compliant with ASQ/ANSI/ISO 9001:2015 and comply with applicable security and industrial support requirements.
