Huddle Cloud Computing Software and Support

The Communications Technology Laboratory, Public Safety Communications Research Division is seeking to purchase an Accredited File-Based Collaboration and Project Management Tool. The purpose of this purchase is to support public safety communications research activities for up to 100 users. The tool must be cloud-based, file-based, and compliant with Federal Risk and Authorization Management Program (FedRAMP), Federal Information Security Management Act (FISMA), and NIST Special Publication 800-53 (Rev. 4) security requirements. The contractor must provide a collaboration "instance" that meets these requirements within two weeks of contract award. The tool should also be mobile device integrated and capable of hosting both sensitive and non-sensitive data instances.

The acquisition will have a period of performance of one base year beginning at contract award, with four one-year option periods. The place of performance for standard training, support/maintenance, upgrades, integration, and implementation will be at the NIST Boulder Campus in Boulder, CO. Hosting and technical services will be conducted at the Contractor's facility.

The evaluation factors for this acquisition include Technical Approach and Price. The technical approach will be evaluated based on the contractor's demonstrated resources and capability to meet the technical requirements. Price reasonableness will also be evaluated. The government may award to other than the lowest priced offeror or the highest technically rated offeror using trade-offs.
