The purpose of this amendment is to revise the Sources Sought Notice and change the points of contact.

The Department of Housing and Urban Development through the Office of the Chief Information Officer (OCIO) intends to issue a solicitation for Technology Transformation Next Generation (H2TNG) Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle. The H2TNG MAC IDIQ is intended to provide comprehensive IT Support Services and Technology Transformation Next Generation (ITSS and 2TNG) solutions across HUD Headquarters, regional and field offices, data centers, and other designated locations, spanning all OCIO functional areas. Through individually awarded Task Orders (TOs), contractors may be required to deliver enterprise-wide capabilities across the IT lifecycle, including governance, acquisition and financial support, enterprise architecture, systems engineering, cloud and data solutions, cybersecurity, IT operations and maintenance, and end user and infrastructure support.

In addition to capability statements being due on Aprl 30, 2026, HUD will be hosting a pre-solicitation conference on April 22, 2026. Pre-registration is required and questions are due by April 16, 2026, not later than 11:00 AM EST. The location of the pre-soliciation will be provded.

Background
The Department of Housing and Urban Development (HUD), through the Office of the Chief Information Officer (OCIO), is initiating a solicitation for the Technology Transformation Next Generation (H2TNG) Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle.

This contract aims to provide comprehensive IT Support Services and Technology Transformation solutions across HUD Headquarters, regional and field offices, data centers, and other designated locations. The goal is to deliver enterprise-wide capabilities across the IT lifecycle, which includes governance, acquisition and financial support, enterprise architecture, systems engineering, cloud and data solutions, cybersecurity, IT operations and maintenance, as well as end user and infrastructure support.

Work Details
The contractor will be required to deliver services across various functional areas of the OCIO including:
- OCIO front office
- Assistance Chief Information Officer Business IT Resource Management (ACIO BIRM)
- Office of Chief Technology Officer (OCTO)
- ACIO Customer Relationship & Performance Management (ACIO CRPM)
- Office of Chief Information Security Office (OCISO)
- ACIO Office of Infrastructure & Operations (ACIO OIO)
- Office of the Artificial Intelligence Officer (OAIO)
- Office of Digital Business Officer (ODBO). Individual Task Orders may include support requests for:
- Enterprise Performance, Governance, and Risk
- Program, Project, and Portfolio Management
- Business, Administrative, and Mission Support
- Financial, Budget, and Capital Planning
- Customer, Employee, and Stakeholder Experience
- Enterprise Architecture and IT Strategy
- Software Engineering, Data, and Emerging Technology
- Cybersecurity, Risk, and Compliance
- IT Operations and Maintenance (O&M)
- End User and Infrastructure Support
- Data Center and Cloud Infrastructure.

Period of Performance
The ordering period for the basic contract shall be sixty (60) months with one sixty (60) month option period.

Place of Performance
Services will be performed at HUD Headquarters in Washington D.C., regional offices across the United States, field offices in various locations nationwide including U.S. territories.
