HUD: Multiclass Legal Services Odd/Even   2

Background
The Department of Housing and Urban Development (HUD), Office of the General Counsel (OGC) requires contractor support to provide legal services to support its Ginnie Mae Multiclass Securities Program. The services include providing recommendations and advice with monthly multiclass transactions, as well as providing general legal advice and assistance for the Multiclass Program, mortgage-backed securities, structured finance, and administrative and securities policy law required to facilitate Ginnie Mae’s overall objective of ensuring liquidity in the secondary mortgage market. This solicitation is being accomplished under Part 12/15. HUD intends to award two single award contracts: 1) Multiclass Transaction and Policy Advice Legal Support Service (Odd) and 2) Multiclass Transaction Assistance Legal Support Service (Even).

Work Details
The contract will consist of a 60-month base with each contract being 5 years from the date of award. The schedule of services for each single award shall include specific items for Odd and Even services, detailing the not-to-exceed hours and ceiling amount in dollars for each service. The solicitation also incorporates clauses related to access to classified information, internal confidentiality agreements, subcontracting plans, appeals process for protests, and completion of annual representations and certifications electronically.
