HUD - MFH Occupancy Specialist (MFHOS) Training - MRAS

The U.S. Department of Housing and Urban Development (HUD), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing specialized training for its Office of Multifamily Housing (MFH). This initiative is part of HUD's ongoing efforts to ensure compliance with federal occupancy requirements across subsidized multifamily housing programs. By equipping MFH staff with the necessary skills and knowledge, HUD aims to enhance the management and oversight of its multifamily housing assets, thereby supporting the broader goal of meeting the nation's demand for affordable housing.

The scope of work involves delivering comprehensive training programs for Multifamily Housing Occupancy Specialists (MFHOS). These trainings are designed to educate MFH staff on a wide array of occupancy rules and guidelines as outlined in various statutes, regulations, handbooks, forms, notices, and other HUD guidance documents. The training will be offered at both basic and advanced levels to ensure that staff can effectively apply these rules in their regulatory roles. This includes overseeing owners and management agents, advising stakeholders, and auditing performance to ensure adherence to federal laws and policies.

To achieve these objectives, the contractor will develop a detailed curriculum that covers essential topics such as HUD Handbook 4350.3: Occupancy Requirements for Subsidized Multifamily Housing Programs. The training sessions will culminate in assessments designed to verify proficiency at each level. Staff members who do not initially pass these assessments will have opportunities for retesting. Additionally, project management support will be provided throughout the contract period to facilitate seamless execution and delivery of training services.

Key constraints include adherence to all current and future Federal IT security requirements throughout the contract term. The contractor must maintain compliance with federal laws regarding information technology use while ensuring all software systems are up-to-date according to best practices. This encompasses maintaining IT security protocols as specified by HUD standards while utilizing government-furnished property such as facilities, equipment, materials, and quality assurance services outlined in the Performance Work Statement (PWS).
