Purpose

This is a Sources Sought Notice issued solely for information and planning purposes. The purpose of this notice is to obtain information regarding market capacity and potential set-asides and to receive industry feedback on current processes and market costs. This notice does not constitute a Request for Proposal nor does it serve as a presolicitation notice for a future solicitation. The U.S. Department of Housing and Urban Development is not seeking proposals at this time and will not accept unsolicited proposals related to these services. This notice does not commit the Government to procure any supply or service mentioned herein.

Background

The U.S. Department of Housing and Urban Development anticipates a need for management, maintenance, and support services for the HUD Eisenhower fitness center. A draft scope is attached to this notice that describes HUD's anticipated requirements.

HUD is seeking information regarding potential vendors to provide the required services at all locations, along with set-aside types (small business, HUBZone, etc.).

HUD is also seeking industry comment on the attached Statement of Objectives as well as input on the attached questions. This is being requested for market research purposes only.

Summary

This notice is issued for information purposes only and will not result in a contract award. This is not a Request for Proposal. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Responding or declining to respond to this notice will not preclude a party from participating in any future Requests for Quotation should the Government decide to issue such a request at a later date. If a Request for Quotation is issued, it will be posted as a separate notice.

Background
The U.S. Department of Housing and Urban Development (HUD) anticipates a need for management, maintenance, and support services for the HUD Eisenhower fitness center. This notice is issued solely for information and planning purposes to obtain information regarding market capacity and potential set-asides, as well as to receive industry feedback on current processes and market costs. HUD is not seeking proposals at this time and will not accept unsolicited proposals related to these services.

Work Details
1. Hours of Operation and Staffing: Contractor shall staff the fitness center Monday, Wednesday, and Friday from 6:00 AM to 2:30 PM; Tuesday and Thursday from 10:30 AM to 7:00 PM (excluding federal holidays), with qualified on-site personnel present. The facility will be available 24/7 with appropriate security procedures. Staffing shall include certified fitness professionals capable of supervising facility operations and ensuring safe equipment use. The contractor has exclusive, 24/7 responsibility for the maintenance and safety of the HUD Fitness Center.

2. Equipment Maintenance and Lifecycle Management: Contractor shall inspect, maintain, and repair all fitness equipment according to manufacturer specifications and industry standards. HUD will cover the cost of equipment repairs and replacement. A preventive maintenance schedule must be implemented, with maintenance logs available for HUD review.

3. Safety, Training, and Employee Assistance: Contractor shall provide on-site assistance during staffed hours for safe equipment use, enforce safety protocols, maintain incident response procedures including first aid readiness, and support HUD’s compliance with OMB Circular A-123.

4. Program Oversight and Compliance: Contractor shall support program monitoring including usage tracking, reporting, ensure controlled access to authorized users, enforce waiver compliance in coordination with HUD security.

5. Accountability and Governance: Contractor shall provide monthly performance reports including facility usage metrics, maintenance status, incident reports, and recommendations for program improvements.

6. Liability, Insurance, and Risk Management: Contractor must maintain comprehensive liability insurance sufficient to cover fitness facility operations; indemnify HUD for losses resulting from its performance; ensure all participants execute liability waivers prior to facility use.

7. Cleanliness and Facility Standards: Contractor shall ensure the fitness center is clean, orderly, safe; equipment is clean; weights are properly stored; hazards are promptly reported.

8. Internal Controls and Fiscal Responsibility: Contractor shall support HUD’s compliance with OMB Circular A-11 by ensuring services are necessary for mission support, cost-effective, properly documented.
