HUD - Federal Housing Administration Virtual Training - MRAS

The Department of Housing and Urban Development (HUD), in collaboration with the General Services Administration (GSA), is seeking to enhance its staff's proficiency in managing FHA Section 221(d)(4) multifamily mortgage insurance transactions. This initiative aims to equip HUD personnel with the necessary technical knowledge and practical skills to effectively oversee these complex financial transactions. The overarching goal is to foster consistency, compliance, risk awareness, and sound stewardship of public resources within the administration of multifamily mortgage insurance programs.

The specific work being requested involves the development and delivery of a comprehensive virtual training program for HUD staff. This training will focus on the Federal Housing Administration's Section 221(d)(4) program, which supports new construction and substantial rehabilitation of multifamily rental housing. Given the complexity involved in these transactions such as understanding multifamily underwriting principles, development finance, Low-Income Housing Tax Credit structures, tax-exempt bond financing, construction-related risks, MAP Guide requirements, and stakeholder roles the training is designed to strengthen HUD staff's ability to review, evaluate, process, and oversee these transactions effectively.

Through this initiative, HUD seeks to ensure that its workforce has a consistent understanding across various program offices and can deliver FHA multifamily housing programs efficiently. The contractor selected for this project will be responsible for providing practical and current instruction that aligns with HUD policy as well as statutory and regulatory requirements. This advanced instruction aims to improve participants' ability to assess transaction feasibility accurately while identifying potential risks associated with complex financing structures.
