The Department of Housing & Urban Development (HUD), Western Field Contracting Operations (WFCO) on behalf of The Office of the Chief Procurement Officer (OCPO) is issuing a solicitation for HUD Exchange Knowledge Management Platform as described in the Performance Work Statement (PWS).

The Government is anticipating awarding a Firm-Fixed-Price contract resulting from this solicitation.

Offerors are prohibited from communicating directly with HUD personnel about this procurement action.

Offerors are required to submit a written proposal to Government officials for the purposes of acquiring services from the Contractor(s) that is fully cognizant of the scope of this requirement and has the capability to complete all requirements described in the solicitation.

The anticipated period of performance for this Contract will be one (1) twelve-month base period and four (4) twelve-month optional periods resulting in a total award not exceeding 60-months. Optional periods will be subject to availability of funds, and the Government may unilaterally exercise the option periods.

Questions shall be submitted no later than 3:00 pm, ET, (1:00 pm, MST) Friday, March 1, 2024. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government.

Work Details
The Contractor shall deliver the following knowledge management services under this contract: (1) website hosting and administration; (2) website operations; (3) website improvements; (4) marketing; and (5) project management. The Contractor shall provide all services and deliverables to HUD’s satisfaction, defined by specific performance requirements and objectives. The Knowledge Management Services Contract shall not be used to perform work of a policy, decision-making, or management nature, which are inherently Governmental functions.

Period of Performance

Place of Performance
The services will be performed at the contractor’s facility.
