Request for Quotations This is a Request for Quotation (RFQ) under Federal Acquisition Regulation (FAR) 8.405-2, Ordering Procedures, to establish multiple Blanket Purchase Agreements (BPA) for management consulting services to support the implementation of the Department's 2024 2028 Capital Plan. HUD intends to establish this BPA against GSA's Multiple Award Schedule (MAS), under Category 541611, Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services. Award Information A single BPA award is anticipated from this solicitation. No set aside will be utilized for this procurement. The BPA resulting from this solicitation will be available for use by HUD's Office of Administration office only. The BPA will consist of a one year base period and four one year renewal periods, for a total possible duration of five years if all renewals are utilized. The total estimated value of the BPA for five years is $3,750,000.00. The BPA will be administered by HUD Philadelphia Contracting Operations, located at 801 Market Street, Philadelphia, PA 19107. The BPA will be established on a best value basis as described herein. Please note that this is a new requirement for the Department. No previous award information is available for the project. Questions Any questions submitted concerning the RFQ must be received no later than close of business on Monday, November 20, 2023. Answers have been posted and a revised solicitation provided as of 2:30pm on November 22, 2023. Closing Date The closing date for quotes in response to the RFQ is 12:00pm EST on Tuesday, December 12, 2023. Quotations must be submitted via email to the Contracting Officer, Shelli Waltz, at shelli.j.waltz@hud.gov. Quotations received after the scheduled closing date and time will not be accepted and will not be considered for BPA establishment. Quotations submitted must comply with all instructions, specifications, and requirements set forth in the RFQ. Quotes failing to comply with the RFQ may be deemed nonresponsive and will be eliminated from consideration.
