Background
The Defense Advanced Research Projects Agency (DARPA) is anticipating proposals to develop an in-silico capability for mapping all protein-protein interactions. This capability aims to identify novel diagnostic and therapeutic targets related to conditions such as traumatic brain injury.

The official solicitation will be issued under Notice ID: DARPA-PA-26-10, and all information contained in this draft is subject to change.

Work Details
Proposals must include a plan for Research with fixed payable milestones based on observable technical events. The contract will be executed in two phases:

- Phase 1 (12 months) involves DARPA reviewing Oral Presentation Packages (OPPs) and oral presentations to determine which proposed solutions meet the program's needs, with potential awards for successful proposals.

- Phase 2 (18 months) is for planning purposes only and will involve issuing proposal instructions within the first 8 months of the program to Phase 1 performers. Eligible applicants include Federally Funded Research and Development Centers (FFRDCs) and Government Entities, with restrictions on concurrent support services. Non-U.S. organizations may also participate under applicable laws.

Period of Performance
The contract will be performed over a period of 12 months for Phase 1, with potential for an additional 18 months in Phase 2.

Bidder Requirements
Bidders must not concurrently provide Systems Engineering and Technical Assistance (SETA), Advisory and Assistance Services (A&AS), or similar support services while being a technical performer unless granted a waiver by the DARPA Deputy Director. Proposers must submit abstracts via DARPA’s Broad Agency Announcement Tool (BAAT) and are responsible for identifying proprietary information in their submissions.
