Reason for Purchase: CSELS is working to modernize public health tracking systems and improve data sharing at all levels. As part of the Public Health Data Modernization Initiative (DMI), CSELS aims to develop a standardized assessment instrument suitable for use by tribal public health authorities to assess their data modernization capabilities and needs. This assessment will help tribes prioritize resources and enable CDC to focus potential future funding opportunities for tribal public health.

Work to be Acquired: The contractor will develop and pilot test a capabilities-based assessment instrument and method to document data modernization-related capabilities and needs in tribal health departments and tribal public health authorities. They will work with a tribal expert working group to gather input, conduct a rapid assessment of existing literature, develop the assessment tool, and pilot test it in at least nine tribal departments of health. The contractor will also provide implementation support and technical assistance to tribes interested in using the assessment tool.

Timeframe of Acquisition: The performance period will span 36 months, from September 1, 2022, to August 31, 2025. The work will be conducted in three phases: base period (September 2022 - August 2023), option year 1 (September 2023 - August 2024), and option year 2 (September 2024 - August 2025).

Place of Performance/Delivery: The work will be performed offsite, not on CDC premises. However, travel may be required for pilot testing and provision of technical assistance. The specific locations and frequencies of travel are not known at this time.

Notable Information: The contractor will be responsible for developing a Data Management Plan (DMP) for each collection or generation of public health data undertaken during the contract. The DMP should include information on the data to be collected or generated, mechanisms for providing access to and sharing the data, data standards, and plans for archiving and long-term preservation of the data. The contractor will also be required to comply with CDC's telework policy and safeguard non-public government information while teleworking.
