The purpose of this requirement is to establish a single-vendor Blanket Purchase Agreement (BPA) to procure Data Systems and Website Support for HRSA. The period of performance is a base period of 12 months plus four (4) 12-month option periods. Questions Offerors may submit questions requesting clarification of this requirement via GSA eBuy. Any clarifying information issued by the Government will be provided to all prospective offerors. All questions must be submitted by Thursday, February 24, 2022 at 10:00 a.m. (EST) on GSA eBuy. Questions received after the due date and time will not be considered. No Exceptions. GSA e-Buy Electronic Submission Quotes must be received via GSA e-Buy by March 25, 2022 at 11:00 a.m. (EST) in order to be considered. In the rare event that GSA e-Buy is down or inoperable, offerors shall immediately notify the Contracting Officer via e-mail prior to the solicitation closing date and time. Offerors shall also contact the GSA helpdesk to register a help ticket/notice that GSA e-Buy is down or inoperable. The offeror must provide written evidence that they have notified GSA e-Buy that the system is down or inoperable so that arrangements may be made with the Contracting Officer to submit a quote via email prior to the solicitation closing date and time. Failure to notify the Contracting Officer prior to solicitation closing will automatically deem an offeror's quote as late and unacceptable.
Task Area 1: Kickoff and Transition Activities
The contractor will participate in a kickoff meeting within 5 days of BPA award. They will present their overall strategy and plan for the BPA and provide a detailed project plan and schedule for each task. The contractor will also coordinate with the outgoing contractor to ensure a smooth transition of tasks, operational processes, documentation, and knowledge. This includes establishing collaboration spaces, creating deliverable trackers, and acquiring and understanding existing system and data documentation.
Task Area 2: System Development and Maintenance
The contractor will develop, enhance, operate, and maintain HRSA's data systems, databases, applications, websites, and services. This includes conceptualizing, architecting, engineering, designing, securing, and maintaining new data systems as well as enhancing existing systems. The contractor will develop BI data products such as maps, dashboards, reports, fact sheets, downloadable data files, and API data services. They will also conduct data analysis and mining to support HRSA's program and public needs.
Task Area 3: Quality Assurance and Testing
The contractor will implement a quality assurance strategy to ensure the accuracy, reliability, and usability of HRSA's data systems. This includes conducting testing activities such as unit testing, integration testing, system testing, performance testing, security testing, and user acceptance testing. The contractor will also develop test plans, test cases, and test scripts to ensure thorough testing coverage.
Task Area 4: Security Operations
The contractor will implement security measures to protect HRSA's data systems from unauthorized access or breaches. This includes conducting vulnerability assessments, implementing security controls and protocols, monitoring system logs for suspicious activities, conducting security audits and assessments, and ensuring compliance with applicable security standards and regulations.
Task Area 5: Project Management
The contractor will provide project management support for all tasks under the BPA. This includes developing project plans and schedules, tracking progress against milestones, managing resources and budgets, coordinating with stakeholders, and reporting on project status. The contractor will also identify and mitigate project risks, resolve issues and conflicts, and ensure timely delivery of all deliverables.
Task Area 6: Training and Documentation
The contractor will develop training materials and provide training sessions to HRSA staff and external users on the use of HRSA's data systems and tools. They will also develop user guides, system documentation, and standard operating procedures to support the operation and maintenance of the systems. The contractor will ensure that all documentation is up-to-date and readily accessible to users.
Task Area 7: Help Desk Support
The contractor will provide help desk support to HRSA staff and external users for all HRSA data systems. This includes responding to user inquiries, troubleshooting system issues, providing technical assistance, and resolving user problems in a timely manner. The contractor will maintain a help desk ticketing system to track and manage user requests.
Task Area 8: Continuous Improvement
The contractor will continuously assess the performance of HRSA's data systems and identify opportunities for improvement. This includes conducting system performance analysis, gathering user feedback, implementing system enhancements, and recommending process improvements. The contractor will also stay current with industry best practices and emerging technologies to ensure that HRSA's data systems remain innovative and effective.
Overall, the contractor will work closely with HRSA to ensure the successful development, operation, maintenance, and enhancement of HRSA's data systems to support its mission of improving access to health care.
