9 November 2020 - This amendment does not change any aspect of the RFP/solicitation. It only clarifies the proposal submittal process for teammates/subcontractors. If a teammate/subcontractor has to submit proposal documentation that cannot be submitted as part of the offeror's proposal submittal, it should follow the same process defined for the Offeror in Section L paragraph 1.4, which states a preferred submittal through DoD SAFE. Should a teammate/subcontractor require submittal directly to the Government via DoD SAFE, it must coordinate with the PCO as directed in Section L paragraph 1.4 to establish a drop-off location.

20 October 2020 - This amendment revises the following: Section L proposal due date to 18 November 2020; Section L to address a new preferred proposal delivery method (DoD SAFE); Attachment J-18 to clarify that there are no mission essential positions (MEF) and incorporate langauge regarding non-MEF positions that must be addressed in the MEF plan; and Attachment L-05 EPW for administrative changes. There are no other revisions in this amendment. This posting also includes the final RFP industry questions and answers, which are available by request only.

22 September 2020 - The Missile Defense Agency (MDA) has a MDS Engineering requirement under the Technical, Engineering, Advisory, and Management Support-Next (TEAMS-Next) acquisitions. The requirements in this Request for Proposal (RFP) are for Agency-wide MDS Engineering services directed by the MDA Engineering Directorate (MDA/DE). The RFP for the MDS Engineering source selection is available for review. An Offeror's Library will be made available upon request.

The MDA intends to competitively award a Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract to a single source based on a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The contract will be for a base period of three years with two, two-year options and a third 6-month option should the Government need to extend services in accordance with FAR 52.217-8. Award will be made based on the best value to the Government. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in SAM at https://www.beta.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the beta.SAM.gov website. Offerors are responsible for routinely checking the beta.SAM.gov website for any possible solicitation amendments that may be issued.
