HPCMP Technology Insertion 2018 (TI-18) BOA Order 101

Note: This is a draft RFP meant to provide advance notice of a pending solicitation. No proposals will be accepted prior to the actual RFP being released.
a. It is the Government's intent to award one firm fixed price (FFP) order under North American Industry Classification System (NAICS) code 334111 in order to address the requirements in the attached performance work statement (PWS) entitled "ARL DoD Supercomputing Resource Center (DSRC) Portion of Technology Insertion 2018 (TI-18)," dated August 14, 2018, which will be executed under the HPCMP's Technology Insertion (TI) Basic Ordering Agreement (BOA).
b. Funds are currently available for award.
c. The Government's intent is to issue this as
a DO rated order. See DoD 4400.1-M for more information on priority rating symbols.
d. The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (CEHNC) will release the RFP package for Order 101 only to firms who have a TI BOA with CEHNC. A BOA is a written instrument of understanding, which (1) is negotiated between an agency, contracting activity, or contracting office and a contractor and (2) contains (a) terms and clauses applying to future contracts between the parties during its term, (b) a description, as specific as practicable, of supplies or services to be provided, and (c) methods for pricing, issuing, and delivering future orders under the BOA. A BOA is not a contract and only becomes binding at the issuance of an order. See FAR 16.703 for more information about BOAs.
e. The Government's intent is to allow for progress payments at milestones prior to full system acceptance.
