This market survey/sources sought is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements described in this announcement. Prospective contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in the future solicitation or contract award as this survey is for planning purposes only and may not result in a solicitation or contract. The government will not reimburse participants for any expenses associated with their participation in this survey.

The requirement is currently part of the 8(a) Program and the Engineering Research and Development Center (ERDC) is focused on obtaining information from 8(a) certified businesses only. It is anticipated that if a solicitation is issued for the requirements of this announcement, it will be issued in accordance with 8(a) procedures at FAR 19.8.

DESCRIPTION:

The U.S. Army Engineer and Research Development Center (ERDC), Special Projects Contracting Branch is planning to acquire a cybersecurity services acquisition in support of the High Performance Computing Modernization Program (HPCMP) Cybersecurity Service Provider (CSSP) mission to protect, monitor, analyze, detect and respond to unauthorized activity within Department of Defense (DoD) information systems and computer networks residing on the Defense Research Engineering Network (DREN) and the Secret DREN (SDREN).

The overall objective of this procurement is to allow the HPCMP to continue to provide engineering, design and development of tools and processes through the examination and establishment of new methods for cybersecurity deterrence, protection, detection, and adaptation using advanced cybersecurity assessment techniques, as well as to provide services for the evaluation of large-scale cyber data sets using advanced and predictive analytics. The HPCMP has the mission to protect and support the networks, information systems, and confidentiality, integrity, and availability of the data on the DREN and SDREN. HPCMP provides comprehensive defensive cybersecurity services to protect, monitor, analyze, detect, and respond to and maintain a robust and consistent security environment. This requirement will not include personal services or inherently governmental functions.

REQUIREMENTS:

If this requirement is issued, the government intends to issue an estimated period of performance of a 12-month base period with four-12 month option periods.

This notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or to ultimately award a contract. In addition, confirmation of the contractor's FCL status shall be provided as part of this capabilities statement.
