Background
The Department of State is seeking to acquire hotel accommodations for a Senior High Level USG VIP visit, which includes a delegation with support elements in Security, Communications, Logistics, and Operations. The estimated cost for this acquisition is Euro 450,000.00 or approximately $468,262.28.

Due to security concerns and the urgency of the requirement, the Department recommends using other than full and open competition for this contract.

Work Details
The contractor, Roberto Naldi Collection Srl, will provide hotel accommodations at Parco dei Principi Grand Hotel in Naples, Italy. The estimated number of room nights required is 540.

The justification for not conducting full and open competition is based on security concerns that prevent sufficient advanced notification of travel plans, necessitating immediate arrangements with local vendors. The selection of hotels is influenced by security requirements and logistical considerations to ensure a safe environment for the VIP and their delegation. Other hotels were reviewed but could not accommodate the required number of rooms.

Period of Performance
The contract will be executed in conjunction with the timing of the Senior High Level USG VIP visit, which is subject to last-minute confirmations and changes.
