THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION FOR PROPOSAL. PHNSY & IMF IS NOT SEEKING PRICING OR OFFERS.

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing this sources sought as a means of conducting market research to seek eligible contractors who are interested and capable of providing hot oil flushing on the External Hydraulics System onboard a Los Angeles-class submarine in accordance with the Statement of Work.

Note: Interested parties must be able to provide and operate the necessary equipment to perform the hot oil flush within the parameters, conditions, and standards found within the Statement of Work and Reference 2.5 attached.

The applicable North American Classification System (NAICS) code assigned to this procurement is 336611 Ship Building and Repairing. The Product Service Code (PSC) is J020 Maintenance, Repair and Rebuilding of Equipment-Ship Repair and Marine Equipment.

This request for capability information does not constitute as a request for proposals. The result of this market research will contribute to determining the method of procurement. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.

If your organization has the capability of performing these services, please provide the following information:

  2. Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims for equipment and staff capability.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions.

Submission Instructions: Interested parties who consider themselves qualified to perform requirements in accordance with the attached draft Statement of Work are invited to submit a response to this Sources Sought Notice by 10 July 2026, 1200 HST. All responses to this notice shall be emailed to Shana Tamayori at shanna.m.tamayori.civ@us.navy.mil and Yijia Li at yijia.li2.civ@us.navy.mil.

Background
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is conducting market research to identify eligible contractors capable of providing hot oil flushing services for the External Hydraulics System onboard a Los Angeles-class submarine. This sources sought notice aims to gather information on potential contractors who can meet the requirements outlined in the Statement of Work.

Work Details
The contractor will be responsible for performing hot oil flushing on various flush loops of the External Hydraulics System, including but not limited to: Secondary Propulsion Motor, Power Plant, Retractable Bow Planes, Thin Line Towed Array, Sail, and Vertical Launch System hydraulics. 1. Providing flushing equipment that meets specified flow and pressure ratings.
