Description

This synopsis is for informational purposes only. This is not a request for quote and no solicitation exists. The Mission & Installation Contracting Command (MICC), Fort Drum, NY is seeking multiple businesses willing to enter into a Blanket Purchase Agreement (BPA) for Asphalt Products for Fort Drum, NY, under North American Industry Classification System Code (NAICS) 342121, Asphalt Paving Mixture and Block Manufacturing. NOTE: Contractor physical location is limited to a 10 mile radius from Fort Drum, NY. See attached document for specific product requirements.

These BPAs will be evaluated annually and may remain in place for up to five years. When establishing these BPAs the Government will consider price, past performance (where past performance information exists), and technical capabilities. As prescribed in DFARS 252.204-7004, interested parties must be registered with the System for Award Management (SAM) under NAICS Code 342121. Representations and Certifications must also be on record. The registration is done through the System for Award Management website for free at https://www.sam.gov.

Background
The Mission & Installation Contracting Command (MICC) at Fort Drum, NY is seeking multiple businesses to enter into a Blanket Purchase Agreement (BPA) for Asphalt Products. The goal of this contract is to provide necessary asphalt materials. Contractors must be located within a 10-mile radius of Fort Drum, NY.

Work Details
The BPA will cover the following asphalt products:
- DOT 402.098201 - 9.5 mm F2
- DOT 402.198901 - 19.0 mm F9
- Miscellaneous Asphalt Concrete and Asphalt Concrete Binder as needed for special projects.

Quantities will be determined on individual BPA calls, ranging from a minimum of 1 Ton up to a maximum of 18,000 Tons, with all measurements in Net Tons. Fort Drum personnel will pick up the hot asphalt material at the Contractor's location.

Generally, BPA calls will be around $10,000.00 and may occur sporadically; payments for these calls will be made via Governmentwide Purchase Card. For calls exceeding $10,000.00, invoicing must be done through Wide Area Workflow (WAWF), and quantities must be rounded up to the nearest whole Net Ton.
