Description

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Medidata Solutions Inc., under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely to determine whether to conduct a competitive acquisition.

Background
The National Cancer Institute (NCI) is seeking hosting, maintenance, and support/training services for Medidata Rave, an Electronic Data Capture (EDC) and Clinical Data Management System (CDMS), as well as its integrated ancillary software products. These services are required to support NCI's oncology-related research, including the National Clinical Trials Network (NCTN), Experimental Therapeutics Clinical Trials Network (ETCTN), National Community Clinical Oncology Program (NCORP), and several smaller NCI multi-center consortia. The perpetual license for Medidata Rave was procured by NCI in 2008, granting unlimited usage rights within the boundaries of the NCI Clinical Research Enterprise for an unlimited number of studies. Medidata Solutions Inc. is the sole provider of hosting and maintenance services for Rave and its proprietary products.

Work Details
The contractor is required to provide hosting, maintenance, and professional services for over 750 studies for several production and test URLs, as well as license, hosting, maintenance, and professional services for ancillary Medidata Rave-integrated software products such as Targeted Source Data Verification (TSDV) and electronic Patient Reported Outcomes (ePRO). Additionally, the contractor may need to provide services for new Medidata ancillary software products, new URLs, additional studies to leverage ancillary software products, additional professional services, and other related services.

The contractor must also independently provide a full complement of services under nine task areas including licensing for ancillary products, hosting, maintenance/support services, professional/training services, additional URLs and studies for Rave-integrated ancillary software products, training for evolving needs, and other services.

Period of Performance
The period of performance (ordering period) for the IDIQ contract shall be from September 1, 2023 – August 31, 2028.

Place of Performance
The contract will be performed at various locations associated with NCI's oncology-related research.
