ORIGINAL POSTING

The purpose of this solicitation is to make a single or multiaward IDIQ contract that provides consultation and professional support services to federal Indian Health Service (IHS) healthcare facilities, with an emphasis on healthcare leadership, accreditation, and operational and financial management support.

This document provides for a dual purpose to advise offerors of a two-Phase solicitation process; Phase I is an Advisory Multistep Process and evaluation of responses from potential offerors pursuant to RFO FAR 15.101 (e). Phase II is the formal solicitation process and evaluation of offers pursuant to RFO FAR 12 in conjunction with source selection procedures in RFO FAR 15. Phase II includes an oral presentation. The purpose of the two-Phase acquisition is lower the barrier to entry for contractors and allow evaluators to notify contractors that their proposal is unlikely to garner award but allows them to continue competing if they choose. This gives contractors an opportunity to withdraw from competition before bearing the costs of a full proposal submission reducing risk, cost, and time for both the contractor and the government.

Background
The Indian Health Service (IHS) is seeking to establish a single or multi-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for consultation and professional support services to its healthcare facilities. The primary focus is on enhancing healthcare leadership, accreditation, and operational and financial management support.

The IHS provides comprehensive health care services to approximately 2.8 million American Indian and Alaska Native individuals across 574 federally recognized tribes, operating over 605 hospitals and clinics in rural and urban settings. The contract aims to address challenges faced by IHS facilities in maintaining accreditation and certification, ensuring high-quality care, and supporting third-party billing for eligible patients.

Work Details
The contractor will provide advisory, consultative, mentoring, training, and technical assistance services. Key tasks include:
- Providing a core team of three subject matter experts (SMEs) at each facility upon Task Order issuance, with additional specialized SMEs as needed.
- Conducting gap analyses to measure facility performance against CMS Conditions of Participation (CoPs) and accreditation standards.
- Developing corrective action plans (CAPs) based on findings from gap analyses.
- Guiding IHS facility leadership in compliance with CMS requirements, quality assessment, performance improvement, patient safety, risk management, infection prevention and control, and effective team building.
- Establishing sustainable programs that address compliance issues and enhance operational functions within IHS facilities.
- Supporting executive leadership in integrating change management practices for sustained organizational success.

Period of Performance
The contract will consist of a one-year base period followed by four one-year option periods. The base period begins upon award and extends through January 31, 2027. Each option period can be exercised at the discretion of the government.

Place of Performance
Services will be provided nationwide across various IHS facilities as identified in individual task orders.
