The contractor will need to procure and install the AIPhone. The provided drawing was from a previous contract for the design of the facility and THDR made that statement since the ACS/IDS installation was not included in that particular contract.

Group is moving towards Genetec as our standard Access Control System. As for the CCTV, the vendor is more than welcome to design and pitch their system configuration for the CCTV. The only brand name requirements are Genetec for the ACS and Vindicator for the IDS. In terms of standardization of the ACS, the ACS for these facilities is confined to that individual facility, so no requirement for us to standardize with other organizations on base.

SITE VISIT AT TINKER AFB ON AUGUST 5, 2021 AT 10:30AM CST. INTERSTED VENDORS MUST EMAIL THE CONTRACTING OFFICER BY AUGUST 3, 2021 2:00PM CST WITH NAMES OF THOSE ATTENDING. PLEASE MEET AT PASS AND ID (RIGHT OUTSIDE THE 29TH & AIR DEPOT GATE) AT 10:00AM CST ON AUGUST 5, 2021 TO RECEIVE A VISITOR'S PASS (I'LL BE WAITING OUTSIDE). IF YOU'RE ABLE TO GET ON BASE PLEASE MEET AT B9001, RM 186.

  1. Is project Sales tax exempt? yes
  2. PWS calls for CCTV but CLIN 0001 description does not have CCTV in it. Is CCTV included in this project? see revised COMBO attached.
  3. Can we get Building drawings? see attached drawing
  4. Item 1 in the scope requires One (1) Honeywell Vindicator Intrusion Detection System (IDS), one (1) Genetec Access Control System (ACS), and Closed-Circuit Television (CCTV) to include Design, Installation, Performance Verification, and Training in Building 9001 Room SA186, at Tinker Air Force Base OK.

Item description: 76 SWEG requires design, purchase, and installation of one Honeywell Vindicator Access Control System (ACS), one (1) Intrusion Detection Systems (IDS), and Closed-Circuit Television (CCTV).

  • Then further in the item description is states: One (1) Honeywell Vindicator Intrusion Detection System (IDS), one (1) Genetec Access Control System (ACS), and Closed-Circuit Television (CCTV)

So, what is required Genetec or Vindicator? Vindicator for the IDS and Genetec for the ACS

  1. Under contractor requirements it states: One (1) Honeywell Vindicator Intrusion Detection System (IDS), one (1) Genetec Access Control System (ACS), and Closed-Circuit Television (CCTV)

Again, the Authorized Equipment List (AEL) approved by the DIA does not list this equipment as approved equipment for use in these facilities. This document will be provided.

Submitted design and proposal was submitted to DIA for review and approved. From my research, there is no documentation stating that Genetec Access Control Systems are not authorized in secured facilities.

  1. The PWS states the contractor shall be CRZH-listed and provide a UL 2050 certificate for the installed system.

ICD/ICS 705 states: Systems developed and used exclusively by the USG do not require UL certification, but shall nonetheless comply with an Extent 3 installation as referenced in UL 2050

This has been a confusion that we have worked to clear up. The request Vindicator Intrusion Detection System is not developed by the USG. It is Commercial-Off-The-Shelf (COTS). In talking with UL, CRZH-listed installers are able to issue a UL 2050/CRZH certificate that states install is IAW UL 2050 Extent 3. Since there is ambiguity and a limited number of CRZH installers, we are willing to access a formal memorandum stating that it is installed IAW UL 2050 Extent 3.

  1. The PWS states: IDS requires UL 2050 certification. Again ICD/ICS 705 Systems developed and used exclusively by the USG do not require UL certification, but shall nonetheless comply with an Extent 3 installation as referenced in UL 2050

The system is not developed by the USG.

  1. Must be qualified to install access control and intrusion detection systems, must be a UL 2050 certified installer. There are no installers that are UL 2050 certified. The UL 2050 certification is issued to UL Monitoring companies that are monitoring UL 2050 installed systems. I have an email from UL stating this.

There is the CRZH certification for installers. In talking with UL certification auditor, company installing systems should be CRZH-listed.

  1. Drawing EY101 General Notes 1. Installation to be ICD/ICS 705 Version 1.4 Compliant. PWS States the current version.

The drawing was made prior to the issuance of the current ICD 705 Tech Specs version. The requirements for IDS/ACS did not change from 1.4 to 1.5.

  1. Aiphone system components, is there a dielectric break being supplied to install. The rough-in for the AIPhone and corresponding conduit is installed. Pull through provided.
  2. Is the Aiphone to peer to peer and is the fiber to supplied by the government? Fiber for AIPhone will be provided by contractor.
  3. The width of the installation area is only 48 wide. Panels for IDS and ACS are 20 x24 and the power supplies are 12x14 plus battery box and Rack for the ups, work station.

There is addition room within the space to install IDS/ACS panels and equipment.

  1. The concealed door contacts only come with 6 wires attached. I there going to be a junction box within this limit and conduit down to the switch area? Yes
  2. Where is the camera mounted for monitoring the main entrance view going to? Is it recorded? Item 4 on the provided floorplan drawing outside the main door. It will required recording capability.
  3. Show power supplies integrated into the Fire Alarm System. Is this required? This is not required.
  4. Drawings show Keypad and Vindicator Site Commander at 42 AFF. Typical is 60 since the keypad is part of the Vindicator Site Commander and is like a I-pad.

Due to changes in the height of the drop ceiling, the drawings and respective heights will be followed as drawn.

  1. Are conduit sizes specified calculated to meet the conduit fill and not Violate NEC 70? Drawings were approved through appropriate CE channels
