Homeless Program Office (HPO) Data and Homeless Management Information System S Services (HMIS)   2

Background
The Department of Veterans Affairs (VA), through the Strategic Acquisition Center - Frederick (SAC-F), is proposing a sole source contract with ABT Global, LLC to fulfill a mandate under Section 309 of the Consolidated Appropriations Act of 2023. This mandate requires the establishment of an information-sharing system between the Homeless Management Information System (HMIS) and the Housing Operations, Management, and Evaluation System (HOMES) within three years.

The goal is to enhance services for homeless veterans through structured collaboration with Housing and Urban Development (HUD).

Work Details
The contractor will provide comprehensive HMIS services, including:
1. Conducting an HMIS Boot Camp for VA Homeless Program Staff to improve their proficiency in using the HMIS system.
2. Ongoing maintenance of HMIS Use/Disclosure Inventory.
3. Development of a HUD VA Supportive Housing (VASH) HOMES to HMIS Data Transfer Tool (HVTT).
4. Maintenance of an HMIS Dashboard for staff at the Homeless Programs Office.
5. Providing Business Intelligence (BI) Dashboard consultation services.
6. Delivering expert technical assistance to meet legislative requirements outlined in the Cleland-Dole Act and ensuring compliance with the Strong Act through robust data analysis services.

Period of Performance
The period of performance includes a base period from the date of award for 12 months, followed by four optional periods each lasting an additional 12 months.

Place of Performance
The work will be performed at various locations as required by the contract, primarily involving coordination with VA facilities.
