Description

Modification #3 issued to extend quotation due date from 07/14/2023 to 07/21/2023. Modification #1 issued to extend quotation due date from 06/15/2023 to 06/30/2023. The objective of this acquisition is to award multiple Blanket Purchase Agreement(s) (BPA(s) against the Multiple Award Schedule (MAS), in accordance with Federal Acquisition Regulation (FAR) 8.405-2, for the services described in this Request For Quotation (RFQ) and its attachments. This is being solicited as a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 561499 All Other Business Support Services. The small business size standard is $21.5M. The purpose of this multiple award Blanket Purchase agreement (BPA) is for acquiring homeland security support services in accordance with the attached Terms and Conditions and Statement of Work. The Contractor shall provide domestic and international Homeland Security Support Services. The specific nature of project or program support shall be defined on each BPA call. Services procured under this BPA shall not be personal services, advisory and assistance, or inherently governmental in nature. This Request for Quotation is being issued under the terms and conditions of the GSA MAS contract. The terms and conditions of the awardees' GSA MAS contract shall apply to any order issued as a result of this RFQ. The U.S. Department of Agriculture is requesting quotations from GSA FSS vendors under SIN/Category 246-52 (Professional Security/Facility Management Services) and Category 246 60-1 (Security System Integration, Design, Management and Life Cycle Support) and NAICS codes 561612 (Security Guards and Patrol Services), 561210 (Facilities Support Services), 541350 (Building Inspection Services), 541611 (Administrative Management and General Management Consulting Services), 541618 (Other Management Consulting Services, and 561990 (All Other Support Services) to establish multiple Blanket Purchase Agreements (BPAs) for homeland security support services. The anticipated length of the BPAs will be 5 years (Base plus 4 years.) Base Year: 09/26/2023 09/25/2024 Option Year 1: 09/26/2024 09/25/2025 Option Year 2: 09/26/2025 09/25/2026 Option Year 3: 09/26/2026 09/25/2027 Option Year 4: 09/26/2027 09/25/2028 The USDA intends to issue multiple award Blanket Purchase Agreements (BPAs) to the GSA vendors whose quotes represent the best overall value based on the following evaluation factors. Factor 1. Technical Approach/Operational Plan. The quality of the Quoter's plan to recruit and/or provide the necessary manpower to perform the work described in the BPA as well as the Quoter's plan to operate with subcontractors (if applicable) in a manner that is seamless to the Government. Factor 2. Past Performance. The quality of the Quoter's past performance providing the same or similar services under contract vehicles similar (or larger) in size, scope and complexity to this requirement. Factor 3. Price. For evaluation purposes, the Government will evaluate offers for award by adding the total price for all BPA Contract Line Item Numbers (CLINS) using the unit prices and quantities shown in Section A, "Price Schedule." Evaluation factors 1 and 2 are of equal importance. When combined, factors 1 and 2 are more important than factor 3. NOTE: Quoters must offer prices for each BPA CLIN and meet all geographic requirements of this BPA. In addition, only U.S. Citizens will be allowed to access Government facilities and systems. Quoters who do not meet all of these minimum requirements will not be considered for award. Part A Technical The Operational Plan shall not exceed 10 pages in total, including appendices. Any pages in excess of 10 may not be considered during the evaluation process. No pricing information shall be included in Part A. Any pricing information that is included will not be considered. 1) Operational Plan Quoters shall discuss how they will manage the project and ensure that they are able to provide individuals with the necessary qualifications and experience to meet the Government's needs in locations spread throughout the Continental US (CONUS) in an expeditious manner. Quoters should also discuss any subcontracting arrangements and how they will ensure that coordination between the quoter and the subcontractors will be efficient and seamless to the Government. If subcontractors are proposed, the Quoter shall ensure that the proposed arrangement is in accordance with their GSA schedule contract. Additionally, as this requirement is being set aside for small businesses, quoters shall demonstrate how at least 50% of the work will be performed by a small business and the quote must clearly demonstrate which subcontractor is providing which services under this BPA. 2) Past Performance Quoters shall provide a list of three (3) projects describing their past performance on the projects under contract vehicles similar (or larger) in size, scope and complexity to those requirements outlined in this RFQ. For each project include: 1. Name of the project; 2. Description of the work; 3. Contract number, date and type; 4. Name and address of the acquiring Government agency or commercial customers; 5. Initial contract amount and final contract amount; 6. Any problems encountered in performance of the work and corrective actions(s) taken, and; 7. 7. Name(s), telephone number(s), and email address of references from the acquiring agency or customer who may be contacted for further information. At least two of the references provided shall be based on the Quoter's experience as the prime contractor, and the others may be from subcontractors. PLEASE MAKE SURE THE POINT OF CONTACT INFORMATION IS CURRENT FAILURE TO PROVIDE CURRENT INFORMATION MAY HAVE AN ADVERSE IMPACT ON USDA's ABILITY TO EVALUATE YOUR QUOTE. All projects submitted should have been performed within the last 3 years. References other than those identified by the Quoter may be contacted by the Government, with the information received used in the evaluation of the Past Performance. USDA reserves the right to consider other information or sources at its disposal during the evaluation of the Past Performance factor. Part B - Pricing The Quoter shall complete all tables within Section A of Enclosure 1, BPA Terms and Conditions, providing Unit Prices, and Estimated Extended Prices for each Task, as well as providing all subtotals and totals. Any exceptions taken to the Price Schedule, both in terms of content and format, may result in the quote not being considered for award. Unit prices shall be fully burdened, with the exception of travel as discussed herein, to include all direct and indirect costs necessary to meet the terms and conditions of the BPA. No technical information shall be included in Part B. Any technical information will not be considered. All prices shall be based on those found in a GSA Schedule contract, however, given the size and scope of this requirement, the USDA is seeking additional discounts to the GSA Schedule rates. Open market services are not being solicited. Section 1. Price Quote. The Quoter shall complete Section A, "Price Schedule" in its entirety without taking any exceptions. Section 2. GSA Schedule. Quoters shall provide copies or website links to all proposed and relevant GSA FSS Schedule contracts for the Prime Contractor and each teaming partner proposed. EVALUATION & AWARD Technical Evaluation The operational plan shall be evaluated to determine the merit of the Quoter's plan in ensuring the requirements of the BPA are met in a quality and timely manner. The plan will also be evaluated based on its likelihood to ensure seamless and efficient communication and coordination between the quoter and any subcontractors (if applicable). Past performance shall be evaluated by contacting the listed references as well as obtaining past performance information by any other means available to the Government. Past performance shall be evaluated based on the quality of the work performed and dealings with the quoter under contract vehicles similar (or larger) in size, scope and complexity to those requirements outlined in this RFQ. Price Evaluation The price evaluation will be based on the Estimated Extended Price provided in Section A, Price Schedule. The evaluation will be inclusive of all agreement years and will be performed by adding the total prices for years 1-5 to arrive at a BPA Total Estimated Price. The Government may determine that an offer is unacceptable if the prices of individual years are significantly unbalanced. Pricing offered must be in accordance with GSA schedule, however given the size and scope of this requirement, the USDA is seeking additional discounts to the GSA Schedule rates. Award Based on the evaluation factors described above, USDA will select the GSA vendor(s) whose quote(s) were determined to represent the overall best value to the Government. If necessary, the Government will negotiate the final terms of the order with the selected vendor(s). If USDA does not reach an agreement, USDA may contact one or more of the other quoters to try to negotiate an agreement. The Government reserves the right to not conduct negotiations with the other vendors unless it decides that it is in its best interests to do so. The Government reserves the right to make an award based on initial quotes.
