Description

Posted: March 24, 2026, 10:57 a.m. EDT

The United States Coast Guard (USCG) is issuing this Request for Information (RFI) to conduct market research in support of a potential future acquisition for the Homeland Security Cutter Light Icebreaker (HSC-L) program.

The USCG contemplates streamlined approaches related to contract design, reduced Government oversight, source selection, and contract requirements.

The Government anticipates a requirement for the production-ready design, production engineering, construction, test, and delivery of up to seven HSC-L vessels. The Government has developed a Contract Design (CD) baseline, which will require further maturation by the contractor to a production-ready design, followed by vessel construction and delivery.

This RFI seeks industry feedback to inform acquisition strategy and solicitation development. Specifically, the Government requests input on:

  • Draft Statement of Work (SOW)
  • Draft Specification (SPEC)
  • Contract Design (CD) artifacts
  • Production feasibility, industrial base considerations, and execution approach
  • Program risks, including cost and schedule drivers
  • High-level solicitation approach, including a potential two-phase advisory down-select process

The Government's objective is to obtain industry insight to improve requirement clarity, validate design maturity, and ensure the future solicitation reflects realistic, executable requirements aligned with industry capability.

This RFI is issued for information and planning purposes only and does not constitute a solicitation.

See the full RFI notice and associated attachments below for detailed instructions, requested information, and submission requirements.

Responses are due no later than April 10, 2026, at 2:00 PM Eastern Time.

--------------------------- AMENDMENT 0001 - NOTICE OF UPDATE ---------------------------

The Government has updated select RFI attachments associated with contract design artifacts to correct formatting and administrative inconsistencies. These revisions are non-substantive and do not alter any technical content.

All other aspects of this RFI remain unchanged.

Background
The United States Coast Guard (USCG) is seeking industry feedback through a Request for Information (RFI) to support the potential acquisition of the Homeland Security Cutter – Light Icebreaker (HSC-L) program. The USCG's mission includes maintaining safe navigation and facilitating commerce in U.S. waters, particularly in ice-covered regions critical to the Northeast economy.

The current fleet of light domestic icebreakers has exceeded its operational lifespan, necessitating the development of new vessels to fulfill these essential missions. The HSC-L program aims to acquire up to seven new vessels that will be fully operational and sustainable over a projected 30-year lifecycle.

Work Details
The contract will encompass the design, engineering, construction, testing, and delivery of up to seven HSC-L vessels. Key requirements include:
- Development of a production-ready design from an existing Contract Design (CD).
- Primary operational capability: icebreaking to promote safety and facilitate commerce.
- Secondary capabilities: navigation aid maintenance, search & rescue operations, and vessel escorting.
- The contractor must ensure long-term supportability and affordability while complying with USCG technical requirements.
- Equipment standardization includes systems like the Scalable Integrated Navigation System - 2 (SINS-2) and Automatic Identification System - 2 (AIS-2), with Teledyne FLIR Maritime US Inc. as the supplier for these systems.
- The contractor is responsible for supply chain risk management, ensuring authenticity of components sourced from original manufacturers or authorized suppliers.

Period of Performance
The period of performance is not explicitly stated in the provided information but involves multiple phases including design reviews, construction timelines, and delivery schedules.

Place of Performance
The primary place of performance will be at the USCG Yard located in Baltimore, MD.
