Description

This Request for Information (RFI) seeks available icebreaker designs from the U.S. and allied nation maritime industrial bases, including an understanding of the level of maturity of each design.

This RFI requests information regarding industry capability to produce icebreaking-capable vessels from within the U.S. maritime industrial base.

This RFI extends to the U.S. and allied nation maritime industrial base with vessel designs that pertain to existing or production-ready icebreaking capable vessels which satisfy or closely satisfy the below preliminary capability parameters necessary to accomplish the vessel's missions.

This notice is a RFI only. This RFI is issued by the United States Coast Guard (USCG) for information and planning purposes, pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Participants are advised that the Government will not pay for any information or administrative costs that result from responding to this RFI; costs associated with responding to this RFI will be at the interested party's expense. Not responding to this RFI does not preclude participation in a future RFP.

Background
The United States Coast Guard (USCG) is seeking information on available icebreaker designs from the U.S. and allied nation maritime industrial bases. This Request for Information (RFI) aims to gather insights into the capability of producing icebreaking-capable vessels, which are essential for safe navigation and commerce, particularly in the Northeast region. The program seeks to recapitalize the existing 65’ WYTL fleet, previously known as the Domestic Icebreakers Program, to support aids to navigation missions.

Work Details
The RFI requests information regarding industry capability to produce icebreaking-capable vessels that meet or closely meet specific preliminary capability parameters necessary for accomplishing the vessel's missions. Interested parties are asked to provide details on:

1) Vendor Type - confirm role within the maritime industrial base (e.g., design firm, shipyard).

2) Vendor Categorization - indicate size status and socioeconomic categories.

3) Placemat or 'One-Pager' - detail general design characteristics and capabilities of existing or production-ready vessel designs.

4) Design Maturity - identify last production date or current maturity level of vessel design.

5) Contract Design Considerations - pros and cons of providing a contract design for production-ready designs.

6) Shipyard Availability, Capacity, and Capability - demonstrate ability to produce a vessel within 24 months of contract award.

7) Execution Strategy - experience in producing similar vessels with supporting documentation.

8) Execution Experience - describe experience with similar size and complexity vessels.

9) U.S. Partnership - previous production experience with U.S. shipyards.

10) Contract Considerations - other considerations for acquisition strategy.

11) Acquisition Strategy - perspectives on alternative acquisition approaches.

12) Schedule - provide a notional schedule for design completion and hull production duration for up to seven vessels.

13) Cost Estimate - rough order of magnitude cost estimates for design and production.
