Description

Home Sleep Apnea Testing Equipment and Services for the Minneapolis VA Health Care System.

This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). Solicitation number 36C26325Q0797 is issued as a request for quotes (RFQ).

The VA anticipates one Firm Fixed Price Indefinite Delivery Indefinite Quantity award to provide services to the Minneapolis Health Care System, 1 Veterans Dr., Minneapolis, MN 55417.

The period of performance is 07/15/2025 to 07/14/2029 with 2 option years if exercised.

Quotes are due to the Contracting Office by 12:00pm Central time on 06/26/2025. Quotes are required to be emailed to cameron.rick@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in its entirety by the Contracting Officer before the solicitation closing.

Background
The Minneapolis VA Health Care System (MVAHCS) is seeking to procure Home Sleep Apnea Testing (HSAT) equipment and services to enhance the care provided to Veteran beneficiaries. The goal of this contract is to continue the established process of utilizing disposable HSAT devices, specifically from the Zoll Itamar WatchPAT One Direct program, which has proven beneficial in reducing costs and improving service delivery for sleep clinic services.

Work Details
The contractor will provide the following:
- Disposable HSAT devices (Zoll Itamar WatchPAT One Direct or equal) shipped directly to Veteran beneficiaries' home addresses.
- Tracking and proof of delivery for each device.
- Pre-paid shipping for the return of the disposable HSATs.
- Multiple attempts to contact beneficiaries for instructions and support on using the devices.
- A non-disposable alternative HSAT for beneficiaries unable to use disposable devices, with results made available via the Somnoware software platform.
- Reports of normal ranges suitable for various audiences including executive leadership and clinic providers. All costs must be included as a single invoiced line item without separate pricing.

Period of Performance
07/15/2025 to 07/14/2029 with two option years if exercised.

Place of Performance
Products will be delivered to Veteran beneficiaries' home addresses, with services performed at the Minneapolis VA Health Care System located at 1 Veterans Dr., Minneapolis, MN 55417.
