Description

Home Oxygen and Ventilator Services for VISN 16. All work to be performed IAW Performance Work Statement - Contract covers large geographical area - see solicitaiton for more details.

All questions are due NLT June 20, 2026.

Background
The Department of Veterans Affairs (VA) is seeking to acquire Home Oxygen and Ventilator Services for Veteran beneficiaries serviced by VISN 16. The contract aims to provide essential home oxygen services, including delivery, setup, education, and management of equipment, to ensure that Veterans receive uninterrupted care 365 days a year. This initiative is necessary as VISN 16 lacks the capacity to provide these services internally.

Work Details
The contractor will be responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary for home oxygen and ventilator services. Key components include:
- Delivery and setup of home oxygen equipment and ventilators.
- Monthly in-home respiratory therapy visits for ventilator patients.
- Semi-annual technician visits for home oxygen patients.
- Equipment types include:
- Low decibel concentrators (rental)
- Various cylinder sizes (rental)
- Portable oxygen concentrators
- Liquid oxygen
- Nasal cannulas (various types)
- Masks (including tracheostomy masks and aerosol masks)
- Quality Control Plan to ensure compliance with Joint Commission (JC) standards and VA safety protocols.
- Emergency response capabilities including backup equipment availability and after-hours support.

Period of Performance
The estimated period of performance is from November 1, 2026, through October 31, 2031.

Place of Performance
Services will be performed at the residences of Veterans within the geographic area serviced by VISN 16, which includes multiple locations in Arkansas and Mississippi.

Bidder Requirements
Bidders must also be registered as Service-Disabled Veteran-Owned Small Businesses (SDVOSB) in VetCert at the time of proposal submission. Contractors must demonstrate their capability through a Technical Capability Statement addressing specific areas such as patient equipment delivery, maintenance processes, emergency response capabilities, inventory management, and compliance with quality standards.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on the prior award 36C25624D0102, where Rotech Healthcare was the awardee for HOME OXYGEN services valued at $5,156,076 (10/01/24–01/31/26). The current requirement for home oxygen and ventilator services—including delivery/setup, in-home respiratory therapy and technician visits, equipment management, and emergency support—appears to be a continuation or expansion of the earlier home oxygen work under VA’s VISN 16 coverage area.
